Why does one state or country surge ahead in education while another lags behind, even when both invest in schools? The answer lies in a set of interconnected factors that quietly shape how education grows and who actually benefits from it. These are the determinants of educational development: measurable conditions like literacy levels, enrolment, public spending, infrastructure, and access to technology that together decide whether a system merely expands or genuinely improves lives. Understanding them helps explain why progress is uneven and where the pressure points for change really are.

What shapes educational development?

Educational development is rarely the result of a single policy or programme. It is the combined outcome of how many people can read and write, how many children actually reach a classroom, how much money flows into the system, the quality of the buildings and tools available, and how far learning extends beyond the conventional school. When these factors move together, outcomes improve. When they pull in different directions, gains in one area get cancelled out by gaps in another. The three areas that follow capture the most influential of these determinants and show how each one feeds into the next.

Literacy rates and enrolment as foundations

The most basic measure of educational development is whether people can read and write. Adult literacy reflects the accumulated success of a system over decades, while enrolment ratios show how well that system is reaching the current generation. Together they form the foundation on which everything else is built.

Reading the literacy story

Globally, literacy has climbed steadily. UNESCO reports that the adult literacy rate rose from 86% to 88% between 2015 and 2024, with Central and Southern Asia among the fastest-improving regions. Youth literacy is even higher, near 93%, because younger generations have benefited from expanding access to basic schooling. But averages hide sharp divides. Developed nations sit close to universal literacy, while large parts of sub-Saharan Africa remain well below 70%, and nearly two-thirds of the world’s illiterate adults are women.

The Indian picture mirrors this global pattern of progress shadowed by inequality. The literacy rate is now estimated to be around 77.7%, a remarkable rise from roughly 18% in 1951. Yet gaps persist by gender, region, and community. Kerala consistently leads with literacy approaching 96%, while states such as Bihar, Rajasthan, and Uttar Pradesh trail behind, particularly for women. Female literacy still lags male literacy by several percentage points, often because social norms, early marriage, and economic pressure keep girls out of classrooms. These differences matter because literacy is not just an outcome; it shapes health, employment, and the educational chances of the next generation.

Why gross enrolment ratio matters

If literacy tells us about the past, the Gross Enrolment Ratio (GER) tells us about the present. GER measures the number of students enrolled at a particular level relative to the population in the relevant age group. A high GER signals that a system is successfully drawing young people into education. According to the Economic Survey 2024-25, enrolment is near universal at the primary level, with GER around 93%, but it falls to roughly 77% at the secondary level and just 56% at higher secondary. Higher education tells an even starker story, with GER for the 18 to 23 age group at around 28% to 32%, far below the levels seen in developed economies.

This decline as students move up the ladder is one of the clearest signals of where a system loses people. Dropout rates climb from under 2% at the primary level to over 14% at secondary, meaning access at the bottom does not automatically translate into completion at the top. The National Education Policy 2020 has set an ambitious target of raising higher education GER to 50% by 2035. Reaching it depends not just on building more colleges but on keeping students enrolled through the vulnerable secondary years.

Money and infrastructure: the funding gap

No amount of policy ambition works without resources behind it. How much a country spends on education, measured as a share of Gross Domestic Product (GDP), and how that money translates into physical infrastructure, is among the strongest determinants of how fast a system can develop.

The 6 percent of GDP debate

The idea that India should spend at least 6% of GDP on education is not new. It was first recommended by the Kothari Commission in the 1960s and has been repeated by every major education policy since, including NEP 2020. Yet the target has never been met. Combined spending by the centre and states has hovered around 3% to 4.6% of GDP for years, and recent analysis suggests it remains stuck near 4.1% of GDP five years after NEP was announced. Government data also confirm the budget allocation for the education ministry grew by about 13.68% between 2020-21 and 2023-24, but in proportional terms the system still falls short of its own benchmark.

This gap becomes vivid in international comparison. UNESCO data cited by policy analysts show that Bhutan spends around 7.5% of GDP on education and Kazakhstan about 7.2%, both higher than India. Developed countries not only spend more but spend it more consistently, funding teacher development, learning assessments, and digital systems that compound over time. Underfunding has a cumulative cost: it shows up as crowded classrooms, undertrained teachers, and weak learning outcomes that no single reform can quickly fix.

Infrastructure as a quiet determinant

Spending matters because it becomes infrastructure, and infrastructure shapes whether enrolment turns into real learning. India’s school system serves roughly 24.8 crore students across more than 14.7 lakh schools, supported by nearly 98 lakh teachers. The quality of those schools varies enormously. Basic facilities such as functioning toilets, especially separate ones for girls, drinking water, electricity, and safe buildings directly affect whether children attend and stay.

Digital infrastructure has become equally important. The proportion of schools with computers rose from 38.5% in 2019-20 to 57.2% in 2023-24, and internet access has expanded too, but the spread remains uneven. Rural and poorer states lag well behind urban and wealthier ones. The pandemic exposed this divide sharply: when learning moved online, households without devices or connectivity were left out entirely. National survey data indicate only about one in three rural households has internet access, a structural gap that limits how far digital reforms can reach. Infrastructure, in other words, is not a backdrop to educational development; it is one of its core determinants.

Non-formal education and technology widening the net

Formal schooling cannot reach everyone. Working adults, school dropouts, learners with disabilities, women bound by domestic responsibilities, and people in remote areas often fall outside the conventional system. Non-formal education and Information and Communication Technology (ICT) have emerged as powerful determinants of inclusive educational development precisely because they extend learning to these groups.

Open and distance learning

Open and distance learning removes the barriers of fixed schedules, daily attendance, and rigid age limits. The National Institute of Open Schooling (NIOS) is the largest open schooling system in the world, with an annual enrolment of around 5.5 lakh learners and no upper age limit for admission. It offers secondary, senior secondary, and vocational courses, along with flexible features like credit transfer and on-demand examinations. For students who cannot follow a conventional path, whether due to disability, illness, financial pressure, or social constraints, this flexibility is the difference between education and no education at all.

At the higher education level, the Indira Gandhi National Open University and a growing network of distance programmes play the same role. For many women in areas where cultural norms restrict mobility, the ability to study from home without mandatory attendance opens a door that would otherwise stay shut. Non-formal education does not replace formal schooling; it fills the gaps that formal schooling structurally cannot.

ICT and digital platforms

Technology multiplies the reach of both formal and non-formal education. India has built several large public platforms to do exactly this. SWAYAM offers free Massive Open Online Courses spanning school to postgraduate levels, prepared by national bodies such as NCERT, NIOS, UGC, and the IITs, and has drawn enrolment in the crores. DIKSHA provides digital teaching and learning content for schools, while PM eVIDYA delivers material through television and online channels, an approach that proved vital when classrooms closed during the pandemic.

The promise of ICT is that a student in a remote village can, in principle, access the same lecture as a student in a metropolitan city, levelling the playing field. The reality is more complicated. Research on these platforms points to persistent challenges, including the digital divide and low course completion rates. A platform only helps those who can reach it, which loops back to the infrastructure and spending determinants discussed earlier. Technology is a force multiplier, but it amplifies whatever conditions already exist, narrowing gaps where access is strong and widening them where access is weak.
