Before a single brick is laid for a new housing colony, a metro extension, or a shopping complex, planners need to answer a deceptively simple question: will people actually use it? Building urban facilities is expensive and difficult to reverse, so guessing wrong is costly. This is where market research becomes a core planning technique. It connects the design of cities to the real behaviour, income, and needs of the people who live in them. Rather than relying on intuition or outdated population figures, planners gather evidence about who lives in an area, what they can afford, and what they want, then use that evidence to decide what gets built and at what scale.

The role of market research in urban planning

Market research in planning is the systematic process of collecting and analysing data about a population so that decisions about land use, services, and infrastructure are grounded in actual demand. It does three jobs at once: it measures how much demand exists, it tests whether a project is feasible, and it sets realistic targets for what to build.

The need for this rigour is sharpening. As of Census 2011, around 31% of the population lived in urban areas, and this share is projected to reach 50% by 2047, with cities already contributing close to 63% of national GDP. Yet planning has often lagged behind this growth. A NITI Aayog review noted that two-thirds of census towns operate without any master plan to guide spatial growth, leaving rapid expansion largely unmanaged. Research-led planning is the corrective to this gap.

Measuring local demand

Demand assessment estimates how many people will need a facility and what type they will need. For housing, this means studying household formation, migration patterns, income brackets, and the existing supply of comparable units. The scale of unmet demand is stark: the urban housing shortage stood at 18.78 million houses for the 2012-2017 period, with roughly 95% of that gap concentrated among low-income households. Without research, a planner might approve premium apartments where the real need is for affordable units, leaving both the buildings and the buyers stranded.

For commercial facilities like shopping centres, demand is measured through catchment area analysis. Planners map the population within a primary, secondary, and tertiary zone around a proposed site, then study their income, spending power, and travel willingness. Areas with younger, higher-income populations and strong transport links tend to support more retail, which is why retail leasing trends closely track the demographic profile of a location.

Assessing feasibility

Demand alone does not justify a project. Feasibility analysis checks whether a proposal is workable across several dimensions: market fit, financial viability, technical capacity, and regulatory compliance. A market and feasibility study examines the existing supply of comparable properties, current demand, and the rate at which new units are absorbed, then projects future absorption based on economic and demographic trends.

Feasibility studies also flag the burden a project will place on existing systems. A classic planning guide notes that planners must assess the strain new development adds to transportation, water, sewerage, schools, and emergency services, while checking conformance with comprehensive plans and zoning rules. A project can have strong demand yet fail feasibility if the surrounding infrastructure cannot support it.

Establishing targets

Once demand and feasibility are understood, research helps set targets: how many units, of what size and price, and on what timeline. This is where many projects go wrong without data. Vacant housing is a telling example. Census 2011 recorded roughly 11.1 million vacant census houses in urban areas even amid a severe shortage, much of it built without matching the supply to the income levels and locations where people actually needed homes. Good targets prevent this mismatch by tying construction to evidenced demand rather than ambition.

Methods of market research

Planners draw on a mix of methods, broadly split into quantitative approaches that measure how many and how much, and qualitative approaches that explain why. The best studies combine both, since quantitative research is strong for quantifying behaviours and attitudes while qualitative research uncovers the reasoning behind them.

Surveys

Surveys are the workhorse of demand assessment. They collect standardised information from a large sample, letting planners gather feedback at scale and in a comparable format that is quick to process into actionable numbers. A housing survey might ask households about current living conditions, willingness to pay, preferred location, and family size. Surveys capture both quantitative data, such as how many households would buy a flat, and qualitative signals, such as why they prefer one neighbourhood over another. Their main strength is breadth; their main limitation is that poorly worded questions produce misleading answers, so each question must be clear and unambiguous.

Focus groups

A focus group is a guided discussion with a small set of participants. It highlights shared perspectives and the social dynamics behind opinions, which surveys cannot easily reveal. In planning, focus groups help test reactions to a proposed market layout, public space, or transport plan. Hearing residents debate a design surfaces concerns, like safety, accessibility, or parking, that planners might otherwise miss until after construction.

Personal interviews

One-on-one interviews uncover individual motivations in depth. They are slower than surveys but yield richer, more flexible data. For urban projects, interviews with shopkeepers, transport operators, or community leaders can explain local conditions that aggregate statistics hide. Increasingly, in-person interviewing uses computer-assisted personal interviewing on mobile devices, which removes paper forms and reduces data-entry errors in the field.

Observation

Observation records how people actually behave in their environment rather than what they say they do. A researcher might count pedestrian flows at an intersection, track footfall outside an existing market, or watch how a public park is used through the day. Because it captures real behaviour, observation is valuable as a check on self-reported survey data, and it often works as a precursor that tells researchers which questions to ask next. Footfall measurement, the count of people entering a space in a set period, is a direct observational technique that retailers and planners use to gauge the pulling power of a location.

Field trials

Field trials test a concept on a small scale before full rollout. A planner might pilot a weekend street market, a temporary pedestrian zone, or a single bus route to see whether usage matches projections. Trials let planners check whether insights from surveys and interviews hold true across a larger market before committing major resources. The result either validates the plan or reveals problems while they are still cheap to fix.

Using market insights

Collecting data is only half the work. The value lies in translating insights into decisions about what to build, how to fund it, and how to sequence it.

Informing development strategy

Research shapes the basic decisions of a project: its scale, mix of uses, and timing. For a shopping centre, catchment data on income brackets and spending patterns determines which product categories to prioritise and how large the centre should be. For housing, demand data dictates the balance between affordable and premium units. This is why master and regional plans increasingly call for evidence-driven projections drawn from realistic economic and employment forecasts rather than outdated demographic assumptions.

Aligning resources

Insights help direct limited public funds to where they will have the most impact. When planners know which areas face the sharpest shortages and which populations they must serve, resource allocation becomes targeted rather than scattered. The persistence of housing programmes facing cost pressures from inflation makes this discipline essential; every rupee has to be matched to demonstrated need.

Ensuring economic viability

Finally, market insights protect the long-term economic health of a project. A facility that does not match local demand becomes an empty asset that drains maintenance budgets. By examining economic trends, demographic shifts, and consumer preferences before building, planners ensure projects align with market realities and remain viable over time. Research also builds public trust: a credible, well-conducted analysis gives councils and citizens confidence that a development rests on evidence rather than guesswork, while a weak one quickly erodes confidence in the planning process.

Treated seriously, market research turns urban planning from a hopeful exercise into an evidence-based discipline, one where housing, transport, and commercial spaces are sized to the people who will actually use them. As cities expand at the pace described in studies of rapid urban growth, this discipline becomes less a luxury and more a necessity for building places that work.
