Walk through almost any Indian city today and you will notice a quiet pattern: the maidan where children once played is now a parking lot, the neighbourhood park has a locked gate, and the lakeside that families gathered around has shrunk behind boundary walls. Open spaces are vanishing or falling into disrepair across urban India, and the reasons go far deeper than population pressure alone. The real causes lie in how we plan our cities, how we govern them, and how disconnected residents have become from the spaces meant for them. Understanding these root causes is the first step toward reversing the damage.

Why open spaces matter before we lose them

Open spaces are lands not intensively developed for residential, commercial, or institutional use-parks, playgrounds, riverfronts, community gardens, and green corridors. They are not decorative extras. They cool overheated neighbourhoods, absorb rainwater, clean the air, and give people room to gather, exercise, and breathe.

The scale of India’s deficit is striking. The World Health Organisation recommends roughly 9 square metres of green space per person in urban areas. Yet many Indian cities fall dramatically short. Studies have recorded Mumbai offering as little as 1.24 square metres of public open space per capita, while figures for Chennai and Kolkata have also been measured far below the recommended standard. When supply is already this thin, every act of neglect or encroachment carries a heavier cost. The deterioration is driven by three interconnected forces, examined below.

One of the deepest causes of deterioration lies in the planning system itself. Indian urban planning is built largely on a techno-legal framework-a model that prioritises technical specifications and legal compliance over ecological and social outcomes. Building regulations, zoning rules, development control norms, and bye-laws form the mandatory techno-legal framework that regulates how construction happens from design to completion.

This approach is good at answering questions like “Is this structure legal?” or “Does this layout meet the minimum setback?” It is far less concerned with whether a neighbourhood actually has enough living, breathing space. Efficiency and rule-following take precedence over sustainability and community need. Open spaces, which deliver slow, long-term, shared benefits, struggle to compete with development that produces immediate, measurable, and revenue-generating results.

When efficiency overshadows sustainability

Because the system measures success in terms of compliance and completed projects, green and open areas are treated as residual-the leftover land after roads, plots, and buildings have been allocated. The consequence is that even where master plans exist, they often follow a top-down logic with minimal public engagement, and plans frequently fail at the implementation stage because they do not reflect what communities actually need. Analysts have argued that India must shift from a restrictive, land-use-focused model to an integrated approach that balances economic growth with environmental sustainability and genuine citizen participation.

The techno-legal model also creates a regulatory environment where open spaces are poorly protected. Unlike built infrastructure, which has clear ownership and maintenance responsibilities, open spaces often sit in legal grey areas. A critical gap reinforces this weakness: there is no mandatory national norm setting a minimum green space per capita for Indian cities, nor a binding guideline on how existing open areas should be developed and improved. When protection is optional rather than obligatory, encroachment, conversion, and quiet neglect become easy.

Fragmented governance

Even where planning intentions are sound, governance failures undo them. Indian cities are managed by a confusing patchwork of agencies-municipal corporations, development authorities, water boards, electricity utilities, forest departments, and parastatal bodies-each with its own mandate, budget, and priorities. Open spaces frequently fall between these jurisdictions, claimed by everyone in principle and maintained by no one in practice.

Researchers studying public urban green spaces in India point directly to fragmented governance and inadequate policy frameworks as a core reason cities struggle to integrate and maintain these spaces. The same work notes that despite numerous central and state schemes, the absence of logic-based goals with measurable milestones leaves a persistent gap, while a lack of accountability allows responsibility to slip through the cracks.

One agency undoing another’s work

The most visible symptom of fragmented governance is the absence of coordination on the ground. A park lovingly maintained by a municipal garden department can be dug up overnight by a utility agency laying water pipes or telecom cables, with no mechanism for coordination, restoration, or compensation. Each department optimises for its own narrow task, and the shared resource-the open space-becomes collateral damage.

This problem is amplified under newer technology-led programmes. The Smart City Mission, for instance, is materialising across Indian cities as a set of projects handled by different existing state departments, which adds another layer of actors without necessarily resolving the underlying coordination problem.

Weak local bodies and unclear accountability

Urban local bodies, which are closest to citizens and best placed to protect neighbourhood spaces, are often the weakest link. Many city managers lack the technical capacity to handle complex environmental issues, and the advisory roles of state and central governments further dilute clear lines of responsibility. The result is a system where nobody can be held squarely accountable when a park degrades or a wetland is filled. Assessments of cities like Nagpur have found recreational green space so unevenly distributed that only one of ten city zones met both WHO and national URDPFI provision norms-a clear sign of governance failing to deliver equitable access.

Societal disconnect and the absence of data

The third cause is more subtle but equally damaging: people have grown distant from open spaces, and planners often lack the information to manage them well. These two problems feed each other and create a cycle that is hard to break.

From shared commons to forgotten land

In traditional settlements, open spaces were woven into daily life. Village commons, temple grounds, and neighbourhood chowks hosted festivals, markets, gatherings, and play. People felt a sense of ownership and shared responsibility toward them. That bond has weakened under rapid urbanisation and the wholesale adoption of Western-style planning, which has eroded older, more organic forms of community-centred development.

As residents retreat into private homes, gated complexes, and indoor entertainment, public open spaces lose their constituency. Evidence of this shift shows up even in private green cover: studies in Kozhikode recorded a significant decline in residential garden area between 2000 and 2010 across income groups, signalling a broader cultural devaluation of green space. When fewer people use or value a park, fewer people defend it-and a neglected, empty space becomes an easy target for encroachment or conversion.

Planning without reliable data

Good management depends on knowing what you have, yet many cities simply do not have dependable, up-to-date data on their open spaces. Without accurate inventories of location, size, condition, and use, planners cannot track losses, prioritise maintenance, or justify protection. The lack of comprehensive guidelines and frameworks for tracking and monitoring makes it extremely difficult to safeguard these spaces, leaving them exposed to ill maintenance and heavy encroachment.

Data deficits also make poor decisions easier to defend. When no one can measure how much open space has been lost, it is convenient to ignore the problem or approve another conversion. This is why researchers increasingly advocate digital tools-GIS-mapped inventories and open-source repositories-that document open spaces and invite residents to flag issues, helping rebuild both the evidence base and public participation at the same time.

How the three causes reinforce each other

These factors do not operate in isolation. The techno-legal model’s bias toward efficiency is enabled by fragmented governance that makes integrated, long-term planning difficult. Fragmented governance, in turn, thrives in an environment where societal disconnect means little public pressure for coordination, and where data deficits make problems easy to overlook. Each weakness props up the others, creating a self-sustaining cycle of deterioration.

This also explains why piecemeal fixes fail. Reforming planning rules without improving coordination between agencies produces limited results. Engaging communities without giving them reliable data leaves them poorly equipped to advocate for their spaces. Breaking the cycle requires addressing all three together. Cities that have made progress-through community-managed parks, lake restoration drives, and dedicated biodiversity reserves-have typically combined policy reform, governance innovation, and citizen engagement at once. For now, such successes remain exceptions rather than the norm.

The shift in mindset that underpins lasting change is straightforward but demanding: open spaces are not luxury amenities to be added when budgets allow. They are essential infrastructure, deserving the same seriousness in planning and governance as roads, water supply, and electricity. Until they are treated that way, the maidans, parks, and riverfronts will keep slipping away.
