Indian cities generate over 62 million tonnes of municipal solid waste every year, yet only a fraction of it is treated scientifically while the rest piles up in dumpsites. Urban local bodies carry the legal responsibility for managing this waste, but they rarely have the funds, technology, or manpower to do it alone. This is where a wider network of actors steps in. Private companies bring capital and technology, NGOs build awareness and bridge gaps, and ordinary citizens decide whether their kitchen waste reaches a compost pit or a landfill. Understanding how these three forces work together is essential to making sense of solid waste management today.

Why waste management needs more than the municipality
The scale of the problem makes a single-handed government approach impractical. About 70% of waste is collected but only a small share is treated, with the rest ending up in landfills. The Solid Waste Management Rules, 2016 recognised this reality and reshaped the entire framework. The rules made segregation at source mandatory, directed bulk generators like hotels and hospitals to treat their own organic waste, and for the first time formally acknowledged the role of informal waste pickers and self-help groups.
The rules also pushed municipalities towards partnerships. They allowed urban local bodies to engage private operators, encouraged decentralised processing, and required states to frame policies in consultation with waste pickers. In effect, the law moved waste management from a purely municipal task to a shared responsibility involving business, civil society, and residents. The three pillars discussed below are a direct result of this shift.
Private sector involvement
The private sector enters waste management mainly through public-private partnerships (PPPs). In these arrangements, a municipality contracts a private firm to handle one or more stages of waste management, such as collection, transportation, processing, or final disposal. The firm invests its own capital and recovers it over time, while the municipality retains oversight. This model lets cash-strapped cities access expertise and infrastructure they could not build on their own.
The BOOT model in Kolhapur
Kolhapur in Maharashtra illustrates how a build-own-operate-transfer arrangement works. The city generates around 165 tonnes of solid waste a day, all of which needs to be lifted and treated. The Kolhapur Municipal Corporation set up a treatment plant at Kasaba Bavada on a long-term lease through a private company, which collects, transports, and scientifically treats waste at the site. In a typical BOOT (build-own-operate-transfer) model, the private partner constructs and runs the facility for a fixed concession period, earns revenue during that time, and finally transfers the asset back to the municipality. This spreads the heavy upfront cost of building treatment infrastructure across many years.
Bio-composting and decentralised processing in Puri
Puri in Odisha shows a different, more decentralised flavour of private and institutional involvement. Rather than one large plant, the city relies on small neighbourhood facilities. Six micro-composting centres and two material recovery facilities were constructed to handle Puri’s waste, with a professional agency providing technical support to keep them running properly. Organic waste is composted at these micro centres while dry waste is sorted at the recovery facilities before being sent to recyclers.
This fits into Odisha’s wider strategy. The state developed standard designs for micro composting centres that treat organic waste aerobically and material recovery facilities that sub-segregate dry waste, with capacities ranging from 1.5 to 5 tonnes per day depending on land available. The compost produced becomes a saleable product, which is why these are sometimes called “wealth centres.” Bio-composting works especially well here because organic matter makes up over half of the waste stream, and composting is the most suitable treatment for the relatively small quantities each centre handles.
The limits of private participation
PPPs are not a magic solution. Financial viability is often hard to achieve because the initial investment is large and the market for by-products like compost can be too small to recover costs. In the case of the Berhampur project in Odisha, the burden of paying the tipping fee falls on the municipality, which creates credit risk for the private operator, particularly where user fees are not charged. There is also a social cost. When collection is handed wholesale to large private concessionaires, traditional waste pickers can be pushed to the margins of a system they once managed informally. Good PPP design has to account for these risks rather than assume the private sector will solve everything.
NGO and community-based organisation contributions
If the private sector supplies capital and machinery, NGOs and community-based organisations (CBOs) supply something equally scarce: trust, awareness, and local mobilisation. Technology cannot work if households refuse to segregate waste, and this is exactly the behaviour-change gap that civil society organisations fill. They train residents, organise collection, support recycling, and act as a bridge between citizens and the municipality.
Advanced Locality Management in Mumbai
The clearest example is the Advanced Locality Management (ALM) programme in Mumbai. The Brihanmumbai Municipal Corporation formalised the creation of these citizen groups in 1997 to involve residents in keeping their neighbourhoods clean. An ALM is a voluntary body of residents in a locality who partner with the municipal corporation to manage waste and tackle related civic issues. The model has spread widely; by some counts, over 648 ALMs were established across Mumbai with high participation from women.
The core function of an ALM is source segregation. Most ALMs insist that residents separate wet and dry waste, and some go further by composting kitchen waste within their own premises. The benefits ripple outward. In some areas, organised citizen pressure persuaded the municipal body to shut open community waste bins and shift to door-to-door collection instead. ALMs also take on vermicomposting, tree planting, and beautification, turning waste management into a broader project of neighbourhood improvement.
The role of NGOs in capacity building
Beyond resident groups, professional NGOs play a structuring role. In Puri, a foundation handled training and capacity building of waste generators, awareness drives for source segregation, and clean-up of garbage-prone points. This kind of work, often grouped under information, education, and communication (IEC) activities, is rarely glamorous, but it determines whether expensive infrastructure actually gets used. An NGO that convinces a thousand households to separate their waste delivers a cleaner input stream that makes every downstream process more efficient.
Integrating the informal sector
NGOs and CBOs also help integrate India’s vast informal waste economy. Waste pickers, kabadiwalas, and scrap dealers already recycle a huge share of urban waste, and the 2016 rules directed states to create pathways to bring this informal sector into the formal waste value chain. The contribution of these workers is substantial. By one estimate, 15,000 waste pickers divert more than four lakh tonnes of waste from landfills every year. Models such as Pune’s cooperative of waste pickers show how organising these workers into a recognised body can give them dignity and stable income while improving recycling rates.
Community engagement
The third pillar is the one without which the other two collapse: ordinary citizen participation. The Swachh Bharat Mission explicitly framed its waste management goals as a janandolan, or people’s movement, requiring participation from a wide range of stakeholders. The reasoning is simple. Waste management begins inside the home. If a household does not segregate at source, no amount of downstream sorting can fully recover the value lost when wet and dry waste are mixed together.
Why source segregation depends on citizens
Segregation at source is the single most important behaviour in the entire system. Mixed waste is contaminated waste; food scraps soak into paper and cardboard, making them harder to recycle, and composting becomes difficult when plastics and metals are mixed in. The 2016 rules require households to separate waste into wet, dry, and domestic hazardous streams precisely because clean separation at the start multiplies the value recovered at every later stage. This is a task only residents can perform, which is why citizen cooperation sits at the heart of the law.
Citizens as monitors and partners
Engaged citizens do more than segregate. Through bodies like ALMs, they monitor municipal services, demand accountability, and flag gaps in collection. Programmes such as Swachh Survekshan, which ranks cities on cleanliness, include citizen feedback as one of its assessment parameters, giving residents a formal voice in how their city performs. When citizens, municipalities, and civic groups develop a working relationship, grievances get resolved faster and the partnership strengthens over time.
Sustaining participation over the long term
The hardest part is keeping people engaged after the initial enthusiasm fades. Not every ALM stays active, and a narrow mandate focused only on waste can cause interest to wane. Researchers studying Mumbai’s experience argue that for a genuine people’s movement, citizen groups need a broader mandate that addresses the wider civic concerns residents care about, not waste alone. Linking waste management to issues like green spaces, drainage, and local planning keeps citizens invested, which in turn sustains the segregation habits the whole system depends on.
