Across Indian cities, lakes, ponds and wetlands that once supplied drinking water, recharged groundwater and absorbed monsoon floods are shrinking, choking on sewage or vanishing under concrete. Yet a handful of restoration stories prove that decline is not inevitable. From the twin lakes of Bhopal to Asia’s largest brackish lagoon in Odisha, dedicated agencies have brought dying water bodies back to life through science, funding and community effort. This post looks at how revitalization actually works on the ground: the special-purpose agencies leading it, the policies and court rulings that back it, and the local participation that keeps it going.

Why reviving urban water bodies matters
Water bodies are not just scenic features. They recharge aquifers, support fisheries, buffer cities against floods and sustain biodiversity. As populations grow, the pressure on these resources intensifies and their quality begins to deteriorate, which is a serious concern because water is tied to the social, economic and cultural fabric of communities. The link between vanishing water bodies and disaster is direct: lost wetlands and lakes have been cited as a major factor behind flash floods in cities like Mumbai and Chennai. Restoration, therefore, is not a luxury but a form of urban risk management.
The country has tens of thousands of square kilometres of water bodies, and almost all of them face encroachment of some kind. Reviving them requires more than a one-time clean-up drive. It calls for sustained institutions, clear legal protection and the active involvement of the people who live around the water.
Major revitalization initiatives
Two examples stand out as models of how dedicated agencies, often structured as special-purpose vehicles (SPVs), can drive long-term restoration. An SPV is a focused body created to manage one mission, free from the competing priorities of general administration.
The Bhoj Wetland project, Bhopal
The Bhoj Wetlands are the Upper and Lower Lakes of Bhopal, with a combined water spread of around 32 square kilometres and a much larger catchment. Decades of sewage inflow, siltation and weed growth had badly degraded the water quality. In response, the Madhya Pradesh government launched the Bhoj Wetland Project in the mid-1990s, supported by a soft loan from the Japan Bank for International Cooperation. The basic objective was straightforward: improve water quality and increase the storage capacity of the lakes.
The work combined preventive and curative measures. Engineers increased storage through de-silting, controlled invasive weeds through de-weeding, and used nature-based solutions such as introducing grass carp to reduce nutrients and creating city forests to check soil erosion. The adjacent Van Vihar National Park became one of the city’s earliest examples of eco-restoration, helping prevent run-off and siltation into the Upper Lake. In recognition of its ecological value, the Bhoj Wetland was designated a wetland of international importance under the Ramsar Convention in 2002.
The project is also a lesson in cost-effective execution. Much of the preliminary work and project reporting was done in-house, and tasks were carried out manually where possible, which generated employment for thousands of residents and ensured mass participation almost by default. That said, the work is far from finished. Researchers note that groundwater depression and declining lake levels remain unresolved, and untreated sewage inflow continues to threaten the lake. Restoration, in other words, is a continuous battle rather than a finished project.
The Chilika Development Authority, Odisha
If Bhoj shows how a city lake can be nursed back, Chilika shows what scientific restoration can achieve at scale. Chilika is the largest brackish water lagoon in Asia, spread across the Puri, Khurda and Ganjam districts, and it was India’s first Ramsar site, designated in 1981. By the early 1990s, siltation had choked the lagoon’s mouth, cutting off the flow of seawater, reducing salinity and devastating fish stocks. In 1993, Chilika was placed on the Montreux Record, the Ramsar list of wetlands under threat.
The Chilika Development Authority (CDA), set up by the Government of Odisha, drew up a restoration plan rooted in hydrology. In 2000, a new mouth was opened through the barrier beach, restoring natural tidal flow and balancing the freshwater and saline ecosystems. The results were dramatic. Fish catch rose several-fold, the population of the rare Irrawaddy dolphins recovered, and migratory birds returned in large numbers.
The achievements were formally recognised. Chilika was removed from the Montreux Record in 2002, the first site in Asia to be taken off the threatened list, and the CDA received the Ramsar Wetland Conservation Award. Crucially, the benefits were economic as well as ecological: the restored lagoon supports the livelihoods of over two lakh fishers living in more than a hundred villages around its shores.
What these agencies got right
Both initiatives share common ingredients. A dedicated authority took ownership, the science was matched to the specific problem, and long-term monitoring continued after the headline work was done. The Chilika model is often praised because the CDA combined community participation with linkages to national and international institutions and an intensive assessment system, including an ecosystem health report card. The takeaway for any city planning a revival is that a single focused body, armed with data and funds, can outperform fragmented departmental efforts.
Policy and legal interventions
Individual projects need a wider framework to survive, and that framework comes from national policy and the courts.
The National Water Policy, 2002
The National Water Policy was first adopted in 1987 and revised in 2002. The 2002 policy treats water as a prime natural resource and a precious national asset whose planning and management should follow a national perspective. It places drinking water at the top of the allocation priority list, calls for both surface water and groundwater to be monitored regularly for quality, and pushes for conservation consciousness through education, regulation and incentives.
Significantly for water bodies, the 2002 policy recommended legislation for preserving existing water bodies by preventing encroachment and the deterioration of water quality. The policy later fed into the National Water Mission under the National Action Plan on Climate Change, which aims at integrated water resource management to conserve water and promote citizen and state action for its preservation. The gap, as analysts repeatedly point out, lies in implementation rather than intent.
Wetlands rules and the judicial push
Where policy moves slowly, the courts have often stepped in. India notified the Wetlands (Conservation and Management) Rules in 2010, revised in 2017, to give domestic effect to its Ramsar obligations. The rules require wetlands to be managed on the principle of wise use and prohibit activities such as conversion to non-wetland uses, encroachment and the setting up of polluting industries within them.
The judiciary has kept up the pressure. A long-running writ petition led the Supreme Court to direct the government to prepare a comprehensive wetland inventory, and in 2017 the court penalised the government for failing to complete that inventory. In a separate ruling, the court directed an industrial development authority to stop diverting water bodies for industrial use, a judgment seen as a tool for reclaiming water bodies elsewhere. The legal contest continues: the definition of “wetland” in the 2017 rules is itself being challenged for excluding many man-made water bodies, which matters greatly in cities where most tanks and lakes were built by people.
International support and funding
External partnerships have made several revivals financially possible. The Bhoj Wetland Project relied on Japanese international cooperation funding, while Chilika’s restoration drew on links with global research and conservation networks. The Ramsar Convention, to which India acceded in 1982, provides both a standard for what a healthy wetland looks like and a measure of accountability through tools like the Montreux Record. These international anchors give domestic projects credibility, technical knowledge and, often, the money to act at scale.
Community involvement and best practices
The most consistent lesson across every successful project is that restoration sticks only when local people are part of it.
Public awareness and local participation
Pollution is rarely solved by engineering alone. In Bhopal, much of the Upper Lake’s catchment is rural, and chemical fertilisers and pesticides from surrounding farmland were seeping into the water during the monsoon. The response included awareness campaigns aimed directly at farmers around the catchment, treating them as partners rather than offenders. The official record of the Bhoj project notes that lakes were managed through local committees set up for each conservation area, with a dedicated outreach cell working with NGOs.
The single most important lesson drawn from the Bhoj experience is that awareness raising, education and stakeholder participation are essential to any integrated lake programme. Restoration succeeds when citizens become stakeholders who see the water body as their own.
Sustainable management as a continuous effort
A restored lake can degrade again within years if vigilance drops. Lakefronts are permanently prone to encroachment and pollution, which is why experts recommend protective measures such as declaring a buffer zone around the full tank level as a no-construction zone. Around Chilika, youth have been trained to raise awareness, protect migratory birds and guide tourists, which builds livelihoods while creating a local constituency for conservation. The principle is simple: management must be ongoing, locally owned and economically meaningful, or the gains slip away.
For urban planners, the best-practice checklist that emerges is clear. Set up a focused authority, match the engineering to the specific ecological problem, secure stable funding, give the water body firm legal protection against encroachment, monitor health continuously, and embed the surrounding community as both watchdog and beneficiary.
