Smart technology and e-governance promise faster public services, transparent administration, and cities that respond to citizens’ needs in real time. Yet turning that promise into reality is far harder than installing sensors or launching a portal. Behind every successful digital governance initiative sits a web of obstacles: unequal access to the internet, gaps in digital skills, rising cyber threats, ageing infrastructure, and the simple problem of who pays the bill. Understanding these challenges is the first step toward solving them. This post breaks down the three biggest barriers and explains why overcoming them matters for inclusive urban development.

ICT access and digital literacy

The most basic requirement for any smart governance system is that people can actually reach it. This is where the digital divide becomes a serious roadblock. Internet penetration has grown rapidly, but it remains deeply uneven across the country. At the start of 2025, around 806 million people were online, leaving roughly 652 million still offline. The gap between cities and villages is stark. TRAI data has shown rural internet density hovering around 38% compared to over 100% in urban areas, a difference of more than 60 percentage points. When two-thirds of the population lives in rural areas, this imbalance excludes a huge share of citizens from digital services.

Access is not just about a network signal. It also depends on reliable electricity, affordable devices, and consistent connectivity. Many rural regions still face poor internet quality and frequent power outages that interrupt service delivery and deepen the divide. A villager may live in an area with 4G coverage on paper but still be unable to complete an online application because the connection drops or the nearest charging point is unreliable.

Why digital literacy matters as much as access

Even where connectivity exists, the ability to use it is a separate challenge. Digital literacy refers to the skills needed to operate devices, navigate websites, fill forms, and complete transactions safely. Without these skills, a working internet connection is of little use. Studies on rural digital governance repeatedly identify low digital literacy among rural and disadvantaged groups as a core barrier to e-governance adoption. The result is that many citizens depend on intermediaries to access services that were meant to empower them directly, which can reintroduce the very middlemen that digital systems were designed to remove.

Government programmes have tried to close this gap. The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) aims to train rural households in basic digital skills, and reports indicate it has trained tens of millions of individuals through a large network of training centres. Common Service Centres also act as physical access points where citizens can complete digital transactions with assistance. These efforts help, but sustained training and locally relevant content remain essential to make them effective.

The hidden barrier of language

Language is an often-overlooked part of the access problem. The country has over a hundred major languages, and many citizens cannot comfortably read English. Yet a large share of digital portals are built with English-first interfaces or carry incomplete or inaccurate translations into regional languages. When a person cannot understand the words on a screen, no amount of connectivity will help them complete a task. Designing platforms in local languages, with simple navigation and voice support, is therefore not a cosmetic feature but a precondition for genuine inclusion.

Cybersecurity risks

As governance moves online, the volume of personal and financial data stored in digital systems grows enormously. This makes cybersecurity one of the most pressing challenges for smart technology. Smart cities collect data continuously through sensors, cameras, and connected services, and these interconnected systems introduce new layers of complexity that many local governments are not equipped to defend. A single weak point can expose information about thousands of citizens.

The threats are varied and evolving. Common risks include data breaches, ransomware and malware attacks, and phishing that exploits users who lack security awareness. As organisations shift to the cloud, misconfigured cloud storage and weak identity controls are emerging as major risks, alongside supply chain attacks where a compromised vendor opens the door to many connected systems. For government platforms serving hundreds of millions of users, the potential for cascading failures is significant.

The trust factor

Cybersecurity is not only a technical issue. It is closely tied to public trust. If citizens fear that their Aadhaar details, land records, or bank information could be leaked or misused, they become reluctant to use digital services at all. This reluctance undermines the entire purpose of e-governance. Smart city environments that rely on extensive surveillance and automated decision-making also raise constitutional concerns about privacy, since the right to privacy can only be limited under principles of legality, necessity, and proportionality. Building systems that are both useful and respectful of rights is a delicate balance.

A regulatory framework has developed to address these risks. The Information Technology Act, 2000 provided the foundation for electronic governance and recognition of digital records, while the Digital Personal Data Protection Act, 2023 created the first comprehensive data protection law for processing personal data. National agencies have also published cybersecurity guidelines for smart city infrastructure, recommending strong authentication, encryption of data both in transit and at rest, input validation to prevent attacks, and continuous monitoring of command and control centres. Importantly, these guidelines note that most cyber incidents stem from human error, which links cybersecurity back to the digital literacy challenge discussed earlier. Technology alone cannot create a secure system; people must be trained to use it safely.

Infrastructure and cost constraints

The third major barrier is physical and financial. Smart technology depends on robust infrastructure: fibre networks, reliable power, data centres, and the trained staff to run them. Building this infrastructure is expensive, and developing economies face hard choices about where limited funds should go. The experience of the Smart Cities Mission, launched in 2015, illustrates the scale of the challenge.

The mission was estimated to cost around Rs 2 lakh crore, with each selected city expected to receive central funding over five years, matched by states under a cost-sharing model and supplemented by municipal bonds, loans, and public-private partnerships. In practice, raising this money proved difficult. Government data indicated that more than half the smart cities could not raise any funds through partnerships or loans, and urban local bodies together mobilised only a modest sum from these sources. When the financing model fails, projects stall or are reduced to surface-level fixes rather than the deep transformation that was promised.

Weak local capacity and project delays

Money is only part of the problem. Implementing complex smart solutions requires skilled people, and many municipal bodies lack them. Analysis of the mission found that only a quarter of urban local bodies had trained planning staff, which slowed execution. Projects commonly faced delays of two to three years and cost overruns, while much of the funding concentrated on small area-based development zones covering only a tiny fraction of total city area, leaving large populations outside the benefits. Coordination problems also surfaced, since financing routed through multiple existing schemes and agencies created monitoring difficulties and delays.

The question of long-term sustainability

A smart system is not a one-time purchase. Sensors, networks, and platforms need ongoing operation and maintenance, and this recurring cost is easy to underestimate. Under the Smart Cities Mission, operation and maintenance costs were covered for an initial period, after which cities were expected to fund these functions themselves. Given that many urban local bodies struggled to raise capital in the first place, sustaining expensive technology over the long term is a real worry. Without a steady revenue model, today’s smart infrastructure can become tomorrow’s idle equipment.

Some financing approaches have shown promise. Cities have raised resources through municipal bonds and over 200 public-private partnership projects in areas like transit hubs, smart street lighting, solar power, and water utilities. These examples suggest that with the right financial instruments and credible project planning, infrastructure and cost barriers can be reduced, even if they cannot be eliminated overnight.

Bringing the challenges together

These three barriers are not separate silos. They reinforce one another. Poor infrastructure deepens the digital divide. Low digital literacy increases cybersecurity risk because users fall for scams. Weak finances prevent investment in both connectivity and security. Solving any one challenge in isolation produces limited results. A genuinely smart and inclusive governance system requires progress on all fronts at once: affordable and reliable access, citizens who can use services safely, resilient protection for their data, and a sustainable financial model to keep everything running. The path is difficult, but each barrier overcome brings public services closer to the people they are meant to serve.
