Education is one of the most powerful levers we have for building a sustainable future. Yet teaching students to memorise the definition of “sustainability” is very different from preparing them to actually live and act sustainably. That gap is exactly what Education for Sustainable Development (ESD) tries to close. ESD gives learners of all ages the knowledge, skills, values, and agency to tackle interconnected challenges like climate change, biodiversity loss, unsustainable resource use, and inequality. The real question is no longer whether ESD matters, but how we strengthen it so it reaches every classroom. This post walks through the key measures that make that possible: training teachers and integrating ESD into curricula, reforming policy and building partnerships, and grounding programmes in local realities.

Teacher training and curriculum integration
No reform reaches students unless teachers can carry it. A curriculum that mentions sustainability means little if the teacher in front of the class has never been trained to teach it. This is why teacher capacity sits at the heart of every serious ESD strategy. UNESCO’s ESD for 2030 framework, which countries committed to in Berlin in 2021, identifies educators as one of its five priority action areas, alongside policy, learning environments, youth, and communities. Strengthening ESD starts with strengthening the people who deliver it.
Building educator capacity
Teachers need more than a one-day workshop. They need sustained professional development that helps them understand sustainability issues and, just as importantly, teach them well. ESD relies on transformative pedagogies such as inquiry-based learning, project work, and discussion of real dilemmas, rather than rote delivery. UNESCO promotes the development of key sustainability competencies across cognitive, socio-emotional, and behavioural domains, meaning teachers must learn to nurture how students think, feel, and act, not just what they know.
In India, the National Education Policy (NEP) 2020 recognises teacher training as central to this shift. It encourages schools to bring ESD in through changes in curriculum, teacher training, and activity-based learning. But intent has to be matched with resources. Studies on NEP implementation note that India faces real challenges in allocating adequate funding for infrastructure, teacher training, and technology integration. Without investment in educators, the policy vision stays on paper.
Integrating ESD across the curriculum
A common mistake is treating sustainability as one more standalone subject. ESD works best when it is woven through everything. It is not a separate subject, but a way of thinking that blends into what is already being taught. A mathematics teacher can use real data on energy use and waste; a science teacher can connect lessons to biodiversity; a social studies teacher can examine inequality and resource conflicts. This is the essence of an interdisciplinary approach, and it mirrors NEP 2020’s wider push for holistic, multidisciplinary education.
At the higher education level, this integration is becoming more structured. NEP 2020 has made Environmental Studies a compulsory subject at the undergraduate level, which ensures that every student, regardless of their stream, develops a basic understanding of environmental issues. The four-year multidisciplinary degree structure also gives students room to combine sustainability themes with their core disciplines. The goal is graduates who see sustainability as relevant to their field, whether that field is engineering, commerce, or the arts.
The whole-institution approach
Curriculum integration is only part of the picture. If students learn about saving water in class while the campus wastes it, the lesson collapses. The whole-institution approach addresses this by embedding ESD into all aspects of education: curriculum, governance, campus operations, teacher training, and community engagement. The idea, in UNESCO’s words, is that learning institutions need to be transformed so that students learn what they live and live what they learn. A school’s energy use, waste management, and decision-making all become part of the teaching.
Policy reforms and public-private partnerships
Individual schools and motivated teachers can do remarkable things, but isolated good practices rarely scale on their own. Strengthening ESD across an entire country requires policy that makes it the norm and partnerships that supply the resources to deliver it.
Mandating ESD through policy
Policymakers create the enabling environment that allows ESD to spread beyond a few committed institutions. Policy support needs to span formal, non-formal, and informal education and build synergies between the education and sustainable development sectors. When ESD is written into national policy, it stops being optional. It becomes part of what every institution is expected to deliver and be accountable for.
India’s position here is fairly strong on paper. NEP 2020 is closely aligned with Sustainable Development Goal 4 (SDG 4), which aims to ensure inclusive and equitable quality education and promote lifelong learning for all by 2030. More specifically, ESD connects to target SDG 4.7, which calls for all learners to acquire the knowledge and skills needed to promote sustainable development by 2030, including through sustainable lifestyles, human rights, gender equality, and global citizenship. NEP 2020 is widely seen as India’s main policy instrument for moving toward this target.
Policy alone, however, does not guarantee change. Researchers point to persistent obstacles in implementing ESD in Indian schools, including financial constraints, weak administrative support, knowledge gaps among teachers, and inadequate infrastructure. Strengthening ESD means designing policies that anticipate these gaps and commit real funding and monitoring to closing them, rather than simply declaring an ambition.
Engaging the private sector
This is where partnerships become essential. Governments rarely have all the resources, expertise, or technology needed to deliver ESD at scale, and the private sector can help fill those gaps. Public-private partnerships (PPPs) and Corporate Social Responsibility (CSR) funding are increasingly seen as ways to support sustainable, coordinated impact in Indian education. Analysts argue that aligning curriculum with employability through industry engagement and promoting PPPs can ensure coordinated efforts toward achieving SDG 4, particularly in under-resourced rural areas.
Partnerships can take many forms. Companies can fund infrastructure such as solar panels or water-harvesting systems that double as teaching tools. Environmental organisations can co-design materials and run training. The research literature consistently notes that partnerships with environmental organisations strengthen education and that professional learning communities help teachers share resources. The key is to treat the private sector as a genuine partner in capacity-building, not just a source of one-off donations.
Locally relevant ESD programmes
A curriculum designed in a national office can feel distant to a student in a coastal fishing village or a forest community. If ESD is to mean anything, it has to connect to the place where the learner actually lives. This is why adapting programmes to local cultures, languages, and needs is one of the most important measures for strengthening ESD.
Adapting to local context
Sustainability challenges look different from one region to another. Water scarcity dominates in some areas; coastal erosion or air pollution dominate in others. ESD becomes powerful when it addresses the issues a community can see and act on. UNESCO encourages exactly this through action research, an approach that enables educators and institutions to respond to local challenges and test context-specific solutions. Localising content turns abstract global goals into problems students can investigate in their own neighbourhood.
Drawing on indigenous and traditional knowledge
India’s enormous cultural and linguistic diversity is an asset for ESD, not an obstacle. Indigenous knowledge is local, community-owned, intergenerational, and holistic, and it offers practical solutions to challenges like climate change and biodiversity loss. Researchers note that such knowledge supports agriculture through agroecology and seed preservation, supports health through traditional medicine, and enhances education by integrating local epistemologies and experiential learning into the curriculum. UNESCO itself argues that integrating indigenous knowledge into ESD is critical for a holistic, inclusive, and culturally relevant approach to sustainability.
This works best when communities are treated as genuine knowledge partners. A project in Odisha that built an early childhood curriculum for indigenous communities did so by collaborating with around thirty tribal members and privileging their knowledge systems and eco-cultural heritage. The lesson from such work is clear: local relevance is not achieved by inserting a few examples into a fixed syllabus, but by inviting communities to help shape what is taught and how.
Connecting learning to the community
Locally relevant ESD also means active cooperation between learning institutions and the surrounding community. UNESCO emphasises that such cooperation should be encouraged to ensure the knowledge and practices needed for sustainable development actually take root. When students apply what they learn to a real community problem, learning becomes meaningful and the community sees tangible benefit. This two-way relationship is what keeps ESD from being just another topic in a textbook.
Bringing the measures together
These three measures are not separate tracks. They reinforce one another. Policy reform creates the mandate and funding; teacher training and curriculum integration turn that mandate into classroom practice; and local relevance ensures the practice actually matters to learners. Partnerships supply resources across all three. Weakness in any one area undermines the others, which is why strengthening ESD has to be approached as a connected system rather than a checklist. The encouraging news for India is that the policy foundation through NEP 2020 already exists. The harder, ongoing work lies in funding, training, and genuine local engagement.
