More than half the planet now lives in cities, and the pace of that shift is one of the defining stories of our century. But the change is not happening evenly. While cities in Europe and North America took two hundred years to fill up, many cities in Asia and Africa are doing it in a few decades. This compressed urban transition is creating enormous metropolitan regions, straining public services, and forcing planners to rethink how cities are governed. Understanding where this growth is happening, and why, is the first step to understanding the urban world we are building.

Rapid urbanization in developing countries

The current wave of urban growth is concentrated almost entirely in the developing world. According to the United Nations, continuing urbanization is projected to add around 2.5 billion people to the world’s urban population by 2050, with nearly 90% of that increase concentrated in Asia and Africa. The contrast with the past is sharp. Wealthy nations urbanized slowly and after they had already industrialized. Today, many countries are urbanizing while still at lower levels of income, which means cities are filling up faster than economies can build the housing, transport, and services those residents need.

India sits at the centre of this story. The UN’s World Urbanisation Prospects 2025 identifies India as one of seven countries, alongside Nigeria, Pakistan, the Democratic Republic of the Congo, Egypt, Bangladesh, and Ethiopia, that will together add more than half of the world’s new urban residents between 2025 and 2050. India and China alone account for nearly 1.2 billion city dwellers. This makes the design and governance of Indian cities a question of global significance, not just a domestic concern.

Cities growing faster than the Global North ever did

The phrase Global South refers broadly to the developing regions of Asia, Africa, and Latin America, while the Global North refers to the wealthier, already-urbanized nations. The most dramatic urban growth today is happening in East Asia, South Asia, and Sub-Saharan Africa. The speed is what makes it different. A city that adds hundreds of thousands of people every year has little time to plan ahead, and the result is often unplanned expansion at the edges.

Dhaka, the capital of Bangladesh, illustrates the scale of this pressure. With over 21 million residents, Dhaka has become one of the most densely populated cities in the world, driven largely by migration from rural areas as people move in search of work. Researchers studying the city found that Dhaka experienced an average annual urban growth rate of around 8% between 1991 and 2019, with its outskirts expanding at an even faster rate. Infrastructure built for a much smaller population is now buckling under the load.

Ho Chi Minh City in Vietnam shows a similar trajectory, though with a different texture. The UN Development Programme has described how Vietnam’s transformation from a least-developed economy to a middle-income country happened hand in hand with rapid urbanization, putting pressure on infrastructure and social services. Projections suggest the city’s population will rise by close to four million over a single decade. The lesson from both cities is the same: when people arrive faster than the city can prepare, the gaps show up first in housing, transport, and sanitation.

Mega cities and agglomerations

As cities grow, they outgrow their old labels. Demographers now use specific terms to describe the largest urban formations, and these terms matter because each one carries different implications for how a place should be governed.

What counts as a mega city

A mega city is conventionally defined as an urban area with a population of at least 10 million people. The rise of these giants has been swift. The number of mega-cities grew from just eight in 1975 to 33 in 2025, with 19 of them located in Asia, and the total is projected to reach 37 by 2050. In 1950, only New York and Tokyo qualified. Today most of these urban giants are in the developing world, with Tokyo, Delhi, and Shanghai among the largest. Delhi in particular is projected to continue its swift rise toward becoming one of the world’s most populous urban agglomerations.

From single cities to city regions

Even the term mega city is becoming too small. Growth increasingly spills across municipal boundaries to form an urban agglomeration or a city region, where several cities and their surrounding towns merge into one continuous economic and built-up zone. The clearest example is China’s Pearl River Delta, which has knit together Guangzhou, Shenzhen, and neighbouring areas into a region of tens of millions of people. India is developing its own version through the Delhi-Mumbai Industrial Corridor, a planned belt of urban and industrial growth linking the two largest economic centres.

These sprawling formations create a fundamental governance problem. Traditional city administrative boundaries rarely match the functional urban area, which produces a fragmented governance landscape where no single authority controls the whole region. Water supply, transport, waste, and pollution do not respect municipal lines, yet the agencies meant to manage them often do. Coordinating across dozens of local bodies, state agencies, and parastatal organizations becomes a defining challenge of managing a city region.

Pressure on infrastructure and resources

Concentrating so many people in one place magnifies demand for everything: drinking water, electricity, roads, drainage, and housing. The UN-Habitat World Cities Report stresses that virtually no urban inhabitant is unexposed to climate change, even though the impacts are felt unevenly, and that data and investment have historically been weakest in the developing-country cities and informal settlements that are most exposed. Megacities are simultaneously engines of economic productivity and concentrations of risk. Managing that dual nature is the core task of modern urban management.

Urban poverty and planning challenges

The central tension in rapid urbanization is the mismatch between population growth and economic development. When people arrive faster than formal jobs and affordable housing can be created, the result is not prosperity for all but the spread of poverty within the city itself.

When growth outpaces opportunity

Dhaka again offers a stark picture. Studies have shown that a large share of the metropolitan population lives in slums, and that the bulk of the city’s annual population growth is added directly to the slum population. Earlier research on the city concluded that significant portions of residents live below the poverty line precisely because the rapid urban growth was not matched by overall development. The pattern repeats across the Global South: the city grows, but a growing slice of its people lack secure housing, clean water, or reliable sanitation.

The Indian picture reflects the same structural strain. Roughly a quarter of urban residents live below the poverty line, and a large share of the urban workforce is employed in the informal sector in insecure, low-wage jobs. Cities generate the majority of national economic output, yet a significant portion of urban areas operate without structured development plans, and municipal finances remain thin. The challenge is therefore not whether to urbanize, but how to make urbanization inclusive rather than exclusionary.

The need for innovative urban governance

Traditional, top-down planning has struggled to keep pace, which is why governments are experimenting with new approaches. In India, flagship programmes such as the Smart Cities Mission, AMRUT, and the Pradhan Mantri Awas Yojana (Urban) attempt to modernize infrastructure, expand affordable housing, and improve service delivery. As of mid-2025, thousands of projects had been completed under the Smart Cities Mission, with many more sanctioned under AMRUT, signalling a shift from pure infrastructure building toward improving overall quality of life.

What makes these approaches innovative is their emphasis on data, technology, and participation. Cities have introduced GIS mapping to identify underserved neighbourhoods, citizen-engagement apps that let residents report problems directly, and digital service centres that extend healthcare and welfare access into slums. These tools have real potential to advance distributive justice, the principle that the benefits and burdens of city life should be shared fairly.

Yet these strategies carry their own risks. A recurring criticism is that the area-based development model can channel resources toward already-prosperous central districts, potentially deepening spatial segregation and leaving peripheral and informal areas behind. Researchers studying urban poverty in India argue that governments must shift from reactive welfare schemes toward proactive strategies that integrate financial inclusion, digital literacy, and climate resilience into urban planning frameworks. The genuine test of innovative governance is whether technology and investment reach the people who need them most, not just the residents who are already well served.

Why this matters for the urban future

The decisions made in the next two decades will shape how billions of people live. Because so much of the world’s future urban growth is concentrated in a handful of developing countries, the planning choices in cities like Delhi, Dhaka, Lagos, and Ho Chi Minh City carry global weight for poverty reduction and climate goals alike. UN-Habitat frames cities not merely as part of the problem but as a crucial part of the solution, since dense urban living can, when well managed, lower per-capita emissions and concentrate the resources needed for innovation. The opportunity is real, but it depends on closing the gap between how fast cities grow and how well they are planned.
