Every time you turn on a tap, flush a toilet, or set out the household waste for collection, you are depending on a complex chain of urban services that most city residents never think about. But how do we know whether those services are actually good enough? Is a city supplying “enough” water, or collecting “enough” waste? The answer lies in a framework of performance benchmarks and a clear understanding of who is responsible for what. This post breaks down the four core urban services, the indicators used to measure them, and the many hands involved in delivering them well.

The core urban services and why they matter

Urban service delivery rests on four basic pillars: water supply, sewerage, solid waste management, and stormwater drainage. These are the services that directly shape public health, environmental quality, and daily quality of life in a city. Recognising their importance, the Ministry of Urban Development (now the Ministry of Housing and Urban Affairs) adopted national benchmarks in these four key sectors through its Handbook of Service Level Benchmarking.

The thinking behind this shift was important. For decades, the focus was on building infrastructure: laying pipes, constructing treatment plants, expanding networks. But investment in infrastructure did not always translate into better service outcomes. A city could have a large water network on paper while citizens still received an erratic, low-pressure supply for a couple of hours a day. The benchmarking approach moved the emphasis from creating assets to measuring the actual service that reaches people.

Water supply

Water supply is usually the most closely watched service because its impact is immediate and universal. Performance here is measured along several dimensions, not just whether water arrives. Key indicators include the coverage of water supply connections, per capita supply of water, the extent of metering, the continuity of supply (hours per day), the quality of water supplied, and cost recovery.

The targets are demanding. The government’s service benchmarks call for 100 per cent coverage, a 24×7 supply of 135 litres per capita per day, and full cost recovery. Per capita norms vary by city class: roughly 150 litres per capita per day for metropolitan cities with sewerage systems, 135 for other towns with sewerage, and lower figures for towns without it, as laid out in the CPHEEO manual on water supply. In practice, most cities fall well short of these marks, which is precisely why measuring against them matters.

Sewerage and sanitation

Sewerage management deals with the safe collection, conveyance, and treatment of wastewater. The indicators here mirror the logic of water supply: coverage of the sewerage network, the proportion of collected sewage that is actually treated, the efficiency of collection, and the adequacy of treatment before disposal. A city that supplies large volumes of water but treats only a fraction of the resulting wastewater is simply transferring its problem to rivers and groundwater.

Solid waste management

Solid waste management is judged on the full cycle of handling municipal waste. The indicators cover household-level coverage of waste collection, the efficiency of collection, the extent of segregation of waste at source, the extent of scientific disposal, and cost recovery. Segregation has become a particularly important measure because mixed waste is far harder to treat or recycle, undermining everything downstream.

Stormwater drainage

Stormwater drainage is the service residents notice most when it fails, in the form of urban flooding during the monsoon. Here the indicators focus on the coverage of the stormwater drainage network and the frequency or incidence of waterlogging in the city. Underinvestment in drainage, combined with rapid construction over natural drainage channels, makes this one of the most stressed services in fast-growing cities.

How performance is measured: the Service Level Benchmarking framework

The instrument that brings all of this together is the Service Level Benchmarking (SLB) framework. Developed by the Ministry of Urban Development through a consultative process over roughly two years, the framework defines a standard set of performance parameters that all stakeholders can understand and use. The Handbook that codifies it was the product of a core group drawing on bodies such as the Water and Sanitation Program and municipal commissioners from several major cities.

The framework rests on 28 performance indicators spread across the four services. Each indicator has a clear definition and a target benchmark value, so that a city can compare its actual performance against an agreed standard rather than a vague aspiration. For example, the benchmark for coverage of water supply connections is set at 100 per cent.

What makes a benchmark useful is its emphasis on three things at once: coverage (how many people receive the service), quality (whether the service meets safety and reliability standards), and efficiency (how well resources and revenue are managed). A city scoring well on coverage but poorly on quality or cost recovery has a clear, data-backed signal about where to direct attention.

From measurement to citizen feedback

Benchmarking only works if the underlying data is reliable, and this has been a persistent weak point. Researchers analysing the urban water sector have noted that limited and inconsistent data severely restricts the planning of water operations and managerial improvements. To strengthen the link between numbers and lived experience, tools like SLB Connect were introduced to gather citizen feedback on service delivery using mobile and information technology, helping the system shift from being process-centric to being citizen-centric.

Who delivers urban services? The stakeholder map

One reason urban services can be hard to fix is that responsibility is shared across many actors, each with a distinct role. Understanding this map is essential to understanding why benchmarking is both necessary and difficult.

Central and state governments

The central government sets the broad policy direction, designs national missions, and provides a large share of funding. It also frames the benchmarking standards themselves. State governments occupy a powerful position because, under the constitutional scheme, the power to devolve functions and finances to local bodies rests with them. In practice, states have often retained considerable administrative and financial control over their cities, which shapes how much autonomy local bodies actually have to improve services.

Urban Local Bodies (ULBs)

Urban Local Bodies, the municipal corporations, municipal councils, and nagar panchayats, are the frontline service providers. Their constitutional foundation is the 74th Constitutional Amendment Act of 1992, which recognised them as a tier of government and assigned a decisive role in planning, provision, and delivery of services. The Twelfth Schedule lists 18 functions, including water supply, public health, sanitation, and solid waste management, that states are expected to devolve to these bodies. ULBs are therefore the entities whose performance the SLB framework is primarily designed to measure.

Parastatal agencies

A distinctive feature of urban governance is the heavy reliance on parastatal agencies, which are government-owned or government-controlled organisations created by states to deliver specific functions. Examples include water boards, development authorities, and slum clearance boards. The complication is that many functions that the 74th Amendment intended for local bodies are still carried out by parastatals. In Bengaluru, for instance, land regulation sits with the development authority while slum rehabilitation sits with a separate state board. Because these agencies often answer to the state rather than the municipality, accountability for service outcomes can become blurred.

Civil society and citizens

Citizens, resident welfare associations, non-governmental organisations, and the media form the final link. They generate demand for better services, monitor performance, and hold providers to account. The 74th Amendment also created institutional channels for participation, such as Ward Committees, to bring citizen voice into local decisions. In a benchmarking system, civil society plays the crucial role of validating official data against ground reality, ensuring that reported performance reflects what residents actually experience.

Prioritisation and quality improvement initiatives

Knowing where a city stands is only the first step. The harder task is prioritising investments and systematically improving quality. Two examples illustrate how this has been attempted, one a large public programme and the other a management tool.

JNNURM: reform-linked funding

The Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched on 3 December 2005, was the country’s largest urban initiative of its kind at the time. Its stated aim was to encourage reforms and fast-track planned development in a set of identified cities, with a focus on efficiency in infrastructure and service delivery, community participation, and the accountability of ULBs and parastatal agencies towards citizens.

The mission was organised around two sub-missions: Urban Infrastructure and Governance, and Basic Services to the Urban Poor. Its most influential design feature was reform-linked funding: cities and states received central assistance only if they committed to implementing a set of mandated reforms. This used financial incentives to drive governance changes that improved the conditions for better service delivery. The programme also secured a link between asset creation and maintenance, so that new infrastructure would not fall into disrepair for lack of operational planning.

Quality Function Deployment: listening to the user

Where JNNURM operated at the scale of national policy, Quality Function Deployment (QFD) is a structured management tool that can sharpen quality at the service-design level. Originally developed in Japan in the late 1960s by Yoji Akao, QFD translates customer needs into specific technical specifications for a product or service.

The method begins with the “voice of the customer”, the real expressed needs of users, and works to ensure those needs drive design decisions rather than being an afterthought. Its central instrument is a matrix often called the House of Quality, which maps what customers want against how an organisation can deliver it. The American Society for Quality describes QFD as a measure of customer satisfaction with a product or service. Applied to urban services, the logic is powerful: instead of planners deciding in isolation what a “good” water service looks like, QFD would systematically capture resident priorities, such as reliability, pressure, or water quality, and translate them into concrete operational targets. This dovetails neatly with benchmarking, because both approaches insist that service quality is ultimately defined by the people receiving it.

Tying it together: why this framework matters

The real value of combining benchmarks, a clear stakeholder map, and improvement tools is that it makes urban service delivery accountable and measurable. Benchmarks turn vague promises into specific targets. A clear understanding of stakeholder roles reveals exactly where coordination breaks down, particularly between municipalities and parastatals. And tools like reform-linked funding and QFD give administrators practical levers to prioritise spending and design services around genuine needs rather than assumptions. Together, they represent a shift from asking “how much have we built?” to asking “how well are we serving people?”
