Walk through the financial districts of any major city today, and you are looking at an idea that took shape centuries ago in a very different part of the world. The cities of the global North-Europe and later North America-went through a dramatic transformation between the 16th and 19th centuries that turned them from clustered medieval settlements into the engines of the modern world. Understanding how this happened explains a great deal about why cities everywhere, including ours, look and function the way they do. This is the story of how the Renaissance planted the seeds of modern urban life and how the Industrial Revolution made cities the centre of human civilisation.

The Renaissance and the birth of modern urban thinking

The Renaissance, which spread across Europe through the 15th and 16th centuries, is often remembered for art and painting. But its real significance for cities was deeper. At the time, Europe was already heavily urbanised, having built many new settlements during the Middle Ages. What the Renaissance changed was not the number of cities but the way people thought about them. New ways of describing, planning, and imagining the city emerged, and this gave rise to what we can recognise today as the modern discourse of urban planning.

This shift mattered because it tied the city to ideas of science, reason, and human progress. Renaissance thinkers began to see cities not as accidents of history but as things that could be deliberately designed to serve people.

The idea of the rational, planned city

Renaissance planners introduced the concept of the “ideal city.” These were settlements designed around rationality and human values, usually symmetrical and centred on a central plaza surrounded by civic buildings. The town of Pienza in Italy was actually built on these principles and is often treated as a cornerstone of modern urban planning because it was laid out to suit the needs of its residents.

The thinking behind these designs was that geometry and order reflected a better, more virtuous society. Cities were planned around broad avenues and central squares rather than the haphazard, organic growth of the medieval period. While few entirely new cities were founded, these ideas found expression in the 17th and 18th centuries, when carefully planned neighbourhoods with elegant squares and broad boulevards were laid out on the edges of existing towns. The result was that by the end of the 18th century, many large European cities had a modern district awkwardly joined to an older medieval core.

From religious order to civic and democratic institutions

The Renaissance also reshaped how cities were governed. The ideal cities of this era were secular in intent-churches still existed, but civic order, not religious authority, became the organising goal of urban space. This reflected a broader move toward placing human reason and worldly governance at the centre of public life.

This change in thinking connected directly to the rise of modern political institutions. The principles of government and diplomacy that we now associate with the modern nation-state began with the Treaties of Westphalia, which ended the Thirty Years’ War in 1648. These transformations altered not just the look of cities but the very idea of organised public authority. Cities became the places where this new approach to science, rational governance, and civic institutions could take physical form.

The Industrial Revolution and the explosion of cities

If the Renaissance gave cities a new way of thinking about themselves, the Industrial Revolution physically transformed them on a scale never seen before. Beginning in the late 18th century and accelerating through the 19th, the rise of the factory completely changed where and how people lived.

Factories and mass migration

The core driver was simple. Industrialisation created the factory, and factories needed large numbers of workers in one place. This triggered rural-to-urban migration on a massive scale as people left small farming communities to seek wage labour in the new mills and factories. The numbers tell the story clearly. In England and Wales, the share of the population living in cities jumped from 17% in 1801 to 72% by 1891.

This movement was reinforced by an agricultural revolution that increased food production while reducing the need for farm labour. With fewer hands needed in the countryside and more jobs available in the towns, the flow of people into cities became unstoppable. As early as 1850, over half of Britain’s population lived in a town or city rather than in a rural community.

Cities as hubs of production and governance

Industrialisation and urbanisation fed off each other. Factories were built to take advantage of urban workforces and markets, and the growing cities in turn extended industrialisation further. This changed the entire relationship between cities and the countryside. In pre-industrial times, cities consumed food produced in rural areas but produced little the countryside needed in return. Now factory-made goods flowed outward from cities, drawing even distant rural producers into urban economic networks.

The long-term consequence was profound. By concentrating large numbers of workers and their families in one place, industrialism ultimately made urban life the normal condition for the majority of the world’s population. Cities became the centres not just of production but of trade, finance, and governance.

The human cost of rapid urbanisation

This growth came at a steep price. Cities expanded far faster than housing, water, and sanitation could keep up. Workers often faced poor wages, dangerous conditions, and overcrowded slums. Friedrich Engels, writing in 1844, documented the crude shanties and overcrowded shacks of Manchester’s mill districts, where residents were constantly exposed to disease. These problems eventually fed reform movements and forced governments to take a more active role in managing urban life-a pattern that shapes city governance to this day.

Case study: how London became a global city

No city captures this entire journey better than London. Over several centuries, it grew from a medieval settlement into the largest and most powerful city in the world, and its story shows how cities adapt to crisis, build infrastructure, and reinvent themselves.

A medieval city tested by fire

By the 1660s, London was already by far the largest city in Britain and one of the largest in the Western world, with a population estimated in the hundreds of thousands. Yet it remained an essentially medieval city-a labyrinth of narrow streets and timber buildings packed tightly together. This made it dangerously vulnerable. When the Great Fire broke out in September 1666, it spread rapidly, and by the time it was extinguished, around 90% of the homes in the city were destroyed, leaving roughly 100,000 people homeless.

The recovery reveals something important about how cities adapt. Although grand plans for wide boulevards were proposed by architects such as Christopher Wren, financial constraints meant London was largely rebuilt along its old street pattern. But crucial reforms were introduced. The Rebuilding of London Act of 1666 banned wooden exteriors and required new buildings to be made of brick and stone, while streets were widened and access to the river improved. The disaster also drove the creation of organised fire-fighting and fire insurance, which helped establish London’s enormous insurance industry.

Becoming the world’s largest city

The real transformation came in the 19th century. During this period, London grew into a global city of immense importance-the largest city in the world from about 1825, the world’s busiest port, and the heart of international finance and trade. Industrialisation, railways, and empire all funnelled people and money into the capital.

The population growth was staggering. London more than tripled from just under two million in 1840 to almost 6.5 million by 1900. As with industrial cities everywhere, this growth was fed largely by migration-people arriving from across Britain, Ireland after the famine, and elsewhere in Europe-rather than by natural increase alone.

Infrastructure and adaptation to crisis

Such explosive growth created enormous problems, and London’s response to them produced some of the most important urban infrastructure of the modern age. The city’s ancient sewage system was completely overwhelmed, and the Thames became an open sewer, fuelling deadly cholera outbreaks. The crisis came to a head in the summer of 1858, when the smell from the river became so overpowering it was dubbed the Great Stink. With Parliament itself affected, the government finally acted.

The engineer Joseph Bazalgette designed a vast new sewer network, and its scale was extraordinary. Five main interceptor tunnels with a total length of 131 km drained over 3,200 km of smaller sewers, and the project even reclaimed land from the river to build the Thames Embankments. Much of this Victorian system is still in use today. London also built the world’s first underground railway-the Metropolitan Line opened in 1863-partly to relieve the chronic congestion that population growth had brought to its streets.

London’s pattern of growth, crisis, and reinvention-surviving fire, disease, and later the bombing of two world wars-is exactly what made it a model of the resilient modern city. Each crisis forced new rules, new infrastructure, and new institutions, and the city that emerged was stronger and better organised than the one before.

Why this history still matters

The transformation of cities in the global North between the Renaissance and the Industrial Revolution set the template for urbanisation everywhere. The Renaissance gave us the idea that cities could be rationally planned and governed by civic institutions. The Industrial Revolution made cities the dominant form of human settlement and tied them to production, trade, and finance. London showed how a city could grow to a global scale while continuously adapting to disaster.

These same forces-migration from the countryside, the strain on infrastructure, the role of cities as economic engines, and the constant need to manage crisis-are exactly the challenges that rapidly growing cities face today. The specifics differ from place to place, but the underlying patterns were first worked out in the cities of the North centuries ago.
