India is in the middle of one of the largest urban transitions in human history. According to the World Bank, the country’s towns and cities will be home to roughly 600 million people by 2036, up from 31 percent of the population in 2011. Yet the way cities here have grown is unusual. Urbanisation has not followed the textbook path of industrial growth pulling workers into thriving factory towns. Instead it carries a distinct set of features and problems that shape daily life for millions. Understanding these patterns is the first step to making sense of why cities feel crowded, uneven, and under constant strain.

The share of people living in towns and cities has climbed steadily over the last century. Urban population rose from about 11 percent in 1901 to 17 percent in 1951, and then to roughly 28 percent in 2001. The 2011 Census recorded the urban population at about 31.2 percent of the total, or 377 million people. That figure is now expected to cross 40 percent by the mid-2030s.

What stands out is the sheer absolute scale. Even a modest percentage increase adds tens of millions of people to cities because the base is so large. The United Nations projects India’s urban population could nearly double, climbing from around 410 million in 2014 to over 800 million by 2050. A useful way to picture this is that the urban additions over the next few decades will be larger than the entire population of most countries.

What actually drives urban growth

It is tempting to assume migration from villages is the main engine. The reality is more layered. Urban population grows through three channels: natural increase (more births than deaths within cities), rural-to-urban migration, and the reclassification of rural settlements as urban towns. Research from the Centre for Social and Economic Progress shows that the share of net rural-urban migration in total urban growth has stayed steady at around 20 percent over fifty years. The rest comes from natural growth and the addition of new towns.

This is a surprising point. Contrary to popular impression, migration has neither been very high nor rising sharply in proportionate terms. A striking marker of reclassification is the explosion in census towns, settlements that meet urban criteria but lack a municipal body. Their number jumped from 1,362 in 2001 to 3,894 in 2011, a rise of roughly 186 percent. Many villages effectively became urban on paper without any formal recognition.

Key characteristics of urbanisation

Scholars have long described the pattern here as distinctive among developing nations. A widely cited framework lists several defining features that set it apart from the classical model where industrial jobs pull workers into cities.

Lopsided and top-heavy growth

Lopsided urbanisation means growth is concentrated in a small number of very large cities rather than spread evenly across the urban hierarchy. As one academic review notes, the pattern induces the growth of Class I towns while big cities reach inordinately large sizes, leading to a collapse in urban services and quality of life. Class I towns are those with populations above one lakh. Metropolitan giants keep swelling while small and medium towns, which could absorb growth and ease pressure, are neglected.

The megacity story illustrates this. India had five megacities with populations over 10 million as of 2016, including Delhi, Mumbai, Kolkata, Bengaluru, and Chennai, with Hyderabad and Ahmedabad projected to join them. This concentration leaves a handful of cities carrying a disproportionate share of the country’s economic and demographic weight.

Urbanisation without a strong economic base

In the classical model, cities grow because factories and industries create jobs that pull people in. Here the process has often run ahead of industrialisation. Academic analysis describes urbanisation as occurring largely as a product of demographic explosion and poverty-induced rural-urban migration, not due to urban pull but due to rural push. Cities expand without the industrial foundation needed to productively employ everyone who arrives.

The consequence is that large cities become structurally weak. Reviews of the literature point out that they are formal rather than functional entities because of an inadequate economic base. The urban form exists, but the productive engine underneath it is thin.

Demographic explosion and poverty-induced migration

Two intertwined forces sit at the heart of this pattern. The first is sheer population growth within cities. The second is what is termed poverty-induced migration, where people leave villages not because cities are offering attractive opportunities but because rural conditions have become unbearable. Agricultural distress, fragmented landholdings, dependence on unpredictable monsoons, and a lack of non-farm work leave rural households with few alternatives.

This is the difference between rural push and urban pull. When push dominates, migrants often arrive with low skills and limited capital, and the city absorbs them into low-paying informal work. As one foundational study put it, poor quality of rural-urban migration leads to poor quality of urbanisation. The migrant flows feed the informal economy of construction sites, domestic work, and street vending rather than stable formal employment.

The urban challenges that follow

The features above do not stay abstract. They translate directly into the problems that define everyday urban life, from where people sleep to whether they have clean water. As NITI Aayog observes, cities face overlapping pressures of population growth, slum expansion, constrained services, and migration, all of which produce a housing backlog, an infrastructure deficit, and the spread of informal settlements.

The growth of slums

Slums are perhaps the most visible symptom. The 2011 Census recorded a slum population of roughly 65 million, about 17 percent of urban India, alongside 0.9 million homeless people in cities. The concentration in big cities is stark. Research on urban housing finds that in cities like Greater Mumbai, Visakhapatnam, Jabalpur, and Meerut, over 40 percent of the population lives in slum areas.

The drivers are predictable. A summary of Ministry of Housing and Urban Affairs data notes that the deficit of affordable housing leaves low-income groups with no choice but to live in slums, a problem compounded by weak urban planning and persistent poverty. Most slum residents do not legally own the land they occupy, which leaves them vulnerable to eviction at short notice and discourages investment in better housing.

The housing deficit

The numbers behind the housing shortfall are large and stubborn. The Observer Research Foundation and government schemes estimate an urban housing shortage of around 18.78 million units, predominantly affecting low-income families. Real estate prices in big cities are simply out of reach for working-class households, which is why informal settlements become the only realistic option.

Government responses such as the Pradhan Mantri Awas Yojana (Urban) and the earlier Jawaharlal Nehru National Urban Renewal Mission have attempted to close the gap, but delivery has been uneven. Resettlement schemes have sometimes worsened conditions, with families pushed to distant sites that lack jobs, schools, and services, raising commuting costs and disrupting the informal support networks they relied on.

Inadequate infrastructure

Rapid, unplanned growth means infrastructure rarely keeps pace. A government committee on slums noted that this kind of urbanisation brings high density, acute shortage of housing and basic civic amenities, traffic congestion, pollution, and unemployment. Water supply, sanitation, drainage, and public transport all struggle to serve populations that grow faster than the systems built to support them.

The scale of the gap going forward is enormous. The World Bank estimates that nearly 70 percent of the urban infrastructure needed by 2047 is yet to be built, requiring investment of around $840 billion by 2036. Building it on time is the difference between livable cities and chronic dysfunction.

Environmental degradation

The strain extends to the natural environment. Unchecked construction has steadily eroded the ecosystems that cities depend on. Wetlands, lakes, floodplains, and marshes, which provide flood control and groundwater recharge, are often degraded by unplanned construction and left out of formal planning altogether. Academic reviews link lopsided and uncontrolled urbanisation directly to environmental degradation and a decline in the quality of urban life. Air and water pollution, loss of green cover, and the disappearance of natural drainage worsen flooding and heat, hitting the urban poor hardest because they live in the most exposed locations.

Why these patterns matter

Taken together, the features and challenges form a single story. Growth concentrated in a few overburdened cities, driven more by rural distress than industrial opportunity, produces a city that cannot comfortably house or employ everyone who arrives. Slums, housing shortages, weak infrastructure, and environmental decline are not separate failures but connected outcomes of the same underlying pattern.

The encouraging part is that none of this is fixed in stone. Redirecting investment toward small and medium towns, building a stronger economic base in neglected urban centres, and planning ahead for infrastructure can reshape the trajectory. Scholars have long argued for redirecting investment to develop small and medium cities so that migration flows are spread more evenly rather than funnelled into a handful of overstretched giants.
