Programme planning is the disciplined sequence of decisions that connects a real need on the ground to a clear set of actions and outcomes. It is not a one-time document filed away in an office; it is a working cycle that organisations return to again and again. Understanding how this process flows-through distinct phases and a set of well-defined sub-processes-is essential for anyone studying monitoring and evaluation, public policy, or development management.

The three phases of programme planning
Programme planning unfolds through three main phases: formulation, execution, and evaluation. These are not isolated stages that you complete and forget. They form a connected cycle where the output of one phase becomes the input for the next, and where lessons from the final phase loop back to shape future programmes.
Formulation is the thinking-and-designing phase. Here, planners study the situation, pin down the actual problem, set objectives, and draft a detailed plan of action. This is where most of the careful decision-making happens, because a programme built on weak assumptions rarely recovers later. As described in extension and development literature, good planning is grounded in an honest analysis of the existing situation rather than on what planners assume the community needs.
Execution is the doing phase. The plan moves from paper into practice through resource allocation, team coordination, and on-the-ground activity. Crucially, monitoring runs in parallel with execution. Project cycle management treats this as a continuous comparison between the work planned and the work actually done, so that corrective measures can be applied the moment significant gaps appear.
Evaluation is the learning phase. Once activities are underway or completed, planners assess whether the programme met its objectives, what worked, what did not, and why. The findings do not just close the file-they feed directly into improving the current programme and designing better ones in the future.
Why the phases connect rather than run in a straight line
It is tempting to picture these phases as a tidy line: plan, then act, then check. In reality they overlap and feed back into each other. A development handbook produced by the UNDP frames this as an ongoing process of doing, learning, and improving, where evaluation findings are used both to strengthen a programme while it is still running and to plan the next one. This is why programme planning is best understood as a cycle. Evaluation is not the end; it is the bridge back to formulation.
The eight sub-processes of programme planning
Within these three phases sits a more detailed sequence of eight sub-processes. This classic framework, widely taught in extension education and development planning, breaks the work into manageable, logical steps so that no critical element is overlooked. The eight sub-processes are: collection of facts, analysis of the situation, identification of problems, determination of objectives and goals, developing the plan of work, executing the plan of work, evaluation of progress, and reconsideration and revision of the programme.
Collecting facts and analysing the situation
Collection of facts is the starting point. Reliable plans depend on reliable data, so planners gather information about the people, local conditions, existing practices, available resources, and constraints. Much of this can come from existing records, surveys, and local bodies such as panchayats and cooperatives. A useful working principle is to avoid collecting lengthy, time-consuming data unless it is genuinely essential.
Analysis of the situation turns raw facts into understanding. The data is interpreted carefully and, ideally, alongside the community it concerns, so that the picture reflects local realities rather than outside assumptions. Agricultural extension teaching describes situation analysis as the collection, analysis, and interpretation of existing facts, and it stresses that scientific, unbiased interpretation is what separates good planning from guesswork.
Identifying problems and setting objectives
Identification of problems follows naturally from a sound analysis. Communities usually face many issues at once, but a programme cannot solve them all. Planners therefore select only the urgent and significant problems that can realistically be addressed with the available resources and within the time limits. Choosing too many problems is a common reason programmes lose focus and fail.
Determination of objectives and goals defines what success will look like. Objectives translate the chosen problems into clear, attainable targets, and they must be specific enough to be measured later. This step matters enormously for monitoring and evaluation, because you cannot assess progress against a vague aim. Objectives developed together with the people who will be affected tend to command stronger commitment and are far more likely to be achieved.
Developing and executing the plan of work
Developing the plan of work and calendar of operations is where strategy becomes a concrete schedule. The plan lays out the specific activities, the people responsible, the resources required, and the timeline. A calendar of operations sequences these activities so the team knows what happens when, and how tasks depend on one another. This is also the stage where contingency thinking is built in, so the programme can respond to delays or unexpected obstacles.
Following through the plan of work-the execution sub-process-is the practical realisation of everything designed so far. Activities are carried out, resources are mobilised, and the programme begins to make contact with the people it is meant to serve. Strong coordination and the flexibility to adapt are critical here, because field conditions rarely match the plan perfectly.
Evaluating progress, reconsidering and revising
Evaluation of progress measures how far the programme has moved toward its stated objectives. Evaluation involves observing and collecting information, applying a standard or criterion to those observations, and then forming a judgement or decision. Because the objectives were set clearly in the earlier sub-process, evaluation has something concrete to measure against-which is exactly why clear objectives and effective evaluation are so closely linked.
Reconsideration and revision of the programme is the final sub-process, and it is what makes the whole system a cycle rather than a one-way street. Based on what evaluation reveals, planners revisit their assumptions, adjust objectives, modify activities, or redesign parts of the programme. A programme is therefore relatively stable but never frozen; it is meant to be revised as conditions and needs change.
Where the phases and sub-processes meet
The two frameworks fit together cleanly. The first five sub-processes-from collecting facts through to developing the plan of work-belong to the formulation phase. The sixth sub-process, following through the plan, is the execution phase. The final two, evaluation and reconsideration, make up the evaluation phase. Seeing both layers at once helps explain why a single weak step, such as a rushed situation analysis, can undermine an otherwise well-resourced programme.
This structure is not unique to one sector. Development agencies use a similar logic when they break programme design into identification, formulation, implementation planning, and the planning of monitoring and evaluation. The vocabulary changes across fields, but the underlying sequence-understand, decide, act, learn-stays remarkably consistent.
Continuous improvement: why planning never really ends
The real strength of this model lies in its final loop. Evaluation and reconsideration are not afterthoughts bolted on at the end; they are the engine of continuous improvement. Each round of a programme generates evidence, and that evidence sharpens the next round.
The role of evaluation in refining programmes
Evaluation answers two different questions. Results monitoring asks whether the programme is reaching its goals, while process monitoring examines how efficiently it is getting there. Together they tell planners not only whether the programme worked, but where it can be made better. Many planning systems are explicitly designed as a continuous cycle of planning, implementation, and evaluation. The Head Start planning model, for instance, treats these as an ongoing loop that promotes continuous quality improvement rather than a process you finish once.
Reconsideration as a built-in safeguard
Reconsideration protects a programme from drifting out of step with reality. Needs shift, budgets change, and field conditions surprise even the best planners. A programme that allows for periodic revision can absorb these shocks, drop activities that are not working, and reinforce those that are. This adaptive quality also provides continuity when staff change, because the planning logic-not any single individual-carries the programme forward.
For students of monitoring and evaluation, this is the key insight. A programme plan is valuable not because it is perfect at the start, but because it is structured to learn. The eight sub-processes give you a checklist for thoroughness, the three phases give you a map of the journey, and the closing loop of evaluation and reconsideration keeps the whole system honest over time.
