When a flood, cyclone, or landslide strikes, the first people to respond are rarely officials in distant offices. They are neighbours pulling each other out of rising water, women organising shelter, and farmers who read the warning signs in the sky long before any siren sounds. This is the heart of Community Based Disaster Management (CBDM): an approach that treats local people not as passive victims but as the primary actors in reducing risk and recovering from harm. The most convincing argument for CBDM is not theory but evidence. Across decades and across borders, ordinary communities have built remarkable resilience using their own knowledge, leadership, and resources. The examples below show what that resilience looks like in practice.

Self-driven CBDM initiatives
The strongest CBDM stories are the ones that begin without a government order or an external grant. They start when a community decides that the risk it faces is unacceptable and takes action on its own terms. These grassroots initiatives often blend environmental protection with disaster prevention, because in many places the two cannot be separated.
The Chipko movement and the link between forests and floods
The Chipko movement of the 1970s is one of the clearest demonstrations of a community organising itself against disaster. It began in 1973 in the Mandal forest of Chamoli district, in what is now Uttarakhand. According to Britannica’s account of the movement, villagers depended on the forests for food, fuel, and for ecological services like soil stabilisation and water regulation, yet government policy handed logging rights to commercial contractors and denied locals access to the same trees. The reckless clear-felling that followed produced lower farm yields, soil erosion, drained water sources, and worsening floods across the region.
What made Chipko a disaster-management movement and not only a conservation campaign was the community’s understanding of cause and effect. Villagers had watched the devastating Alaknanda Valley floods and connected them to the loss of forest cover on the slopes above. Their response was the now-famous act of embracing trees to physically block the loggers. As Right Livelihood describes, the protesters drew directly on the Gandhian method of Satyagraha, or non-violent resistance, to stop the destruction of the forests that sustained them. The movement eventually pushed the government toward a ban on commercial green felling in the fragile Himalayan zones, allowing forests, and the natural flood protection they provide, to regenerate.
Community-driven flood management in Vietnam
A second self-driven example comes from the coast of Vietnam, where communities turned to nature itself as their first line of defence against floods and storm surges. Mangrove forests act as living sea walls, absorbing wave energy and reducing the force of coastal flooding. As documented by the World Bank, the Vietnam Red Cross launched a Mangrove Plantation and Disaster Risk Reduction Project in 1994 to rebuild these natural barriers. By 2010, roughly nine million dollars had restored about 9,000 hectares of mangroves along 166 communes, protecting around 100 kilometres of dyke lines. The payoff was striking: the restored mangroves saved an estimated fifteen million dollars in avoided damage to homes and public infrastructure.
The deeper lesson lies in how this work was managed. A case study from the Nature-based Solutions Initiative explains that local people, supported by the NGO CARE, formed Community-Based Mangrove Management Boards to plan and carry out restoration and to allow sustainable harvesting from a mature forest. In the coastal commune of Da Loc, according to a WWF case study, villagers had to secure legal management rights from the state before they could protect the resource. In 2009 the district authority granted three villages five-year management rights based on rules the villagers themselves wrote, and the replanting achieved survival rates of 70 to 90 percent across roughly 250 hectares. The project also widened participation, especially among women, while diversifying local livelihoods so that families no longer had to over-exploit the forest to survive.
Local champions and partnerships
Grassroots energy rarely organises itself out of thin air. Behind almost every successful CBDM story stands a local champion, a trusted figure who translates collective worry into collective action, and a web of partnerships that connect the community to wider resources.
The role of local leaders
Chipko again offers a vivid illustration. The movement did not spread because of a national campaign; it spread because of credible local leaders. Chandi Prasad Bhatt, a Gandhian social worker, investigated the connection between deforestation and the natural disasters his neighbours were suffering, and his findings helped mobilise villages into a coordinated response. Equally important was Gaura Devi, who led a group of women to confront loggers in defence of their forest. These leaders mattered because they were embedded in the community. They understood the local landscape, spoke the local language, and carried the trust needed to persuade families to take a stand. A disaster plan written by outsiders can sit unread, but a warning from a respected neighbour gets people moving.
Multi-sectoral partnerships
Local champions are most effective when they are not left alone. The Vietnamese mangrove projects worked because villagers, the Red Cross, international NGOs, and state authorities each played a defined role. The community supplied labour, local knowledge, and long-term commitment; the NGOs supplied training, finance, and technical guidance; and the government supplied the legal rights that made community management possible. A review hosted by ReliefWeb makes the point directly: physical infrastructure such as dykes is essential, but it only delivers resilience when it is paired with community engagement, training, early warning, maintenance, and green solutions. No single sector holds all the pieces.
This partnership model is well established here too. The Aapda Mitra scheme run by the National Disaster Management Authority trains ordinary community volunteers, literally “friends in times of disaster”, in basic search, rescue, and first-aid skills, and equips them with responder kits. These volunteers act as a bridge between affected neighbourhoods and formal agencies, enabling faster relief on the ground. The scheme has been scaled up to train around one lakh volunteers across hundreds of disaster-prone districts, and trained volunteers have already supported response efforts during major floods and cyclones. The design recognises a simple truth: the community is always the first responder, so it makes sense to invest in its capacity rather than treat it as an afterthought.
Long-term sustainability
The hardest part of CBDM is not starting a project but keeping it alive after the initial crisis fades and the cameras leave. Resilience that lasts depends on two things working together: continuous community engagement and careful management of resources.
Continuous community engagement
A disaster committee that meets once and then dissolves offers little protection against the next flood. Sustainable CBDM treats preparedness as a routine, not an event. The Vietnamese mangrove boards endured because residents had a standing reason to care for the forest: it protected their homes and also provided a harvest. When people draw ongoing benefit from a resilience measure, they keep maintaining it. The same logic applies to volunteer networks. Skills fade without practice, so schemes like Aapda Mitra depend on regular drills, refresher training, and the steady recruitment of new volunteers as older ones move on. Engagement also has to be genuinely inclusive. The Vietnamese projects deliberately strengthened the participation of women, and Chipko was driven substantially by women whose daily lives depended on the forest. Plans that ignore the most vulnerable groups tend to fail the very people who need them most.
Resource management for enduring resilience
Long-term resilience is, at its core, a question of managing resources wisely over time. Chipko’s lasting legacy was not a single protest but a shift toward village cooperatives taking charge of reforestation and forest care, turning a one-time victory into ongoing stewardship. In Vietnam, the decision to grant legal management rights to villages, on the basis of rules they wrote themselves, gave communities both the authority and the incentive to manage their mangroves for decades rather than seasons. Sustainable resource management also means thinking about money and materials. Community emergency reserves of rescue equipment and first-aid supplies, maintained at the local level, ensure that help does not have to travel far when minutes matter. The underlying principle is ownership. When a community controls the resources that protect it, and benefits from them in everyday life, resilience stops being an external project and becomes part of how the community simply functions.
Taken together, these examples reveal a consistent pattern. Resilience grows fastest when communities lead, when trusted local champions are backed by genuine partnerships, and when both engagement and resources are sustained long after the immediate danger has passed. The Chipko movement, the mangrove restorers of Vietnam, and the volunteer networks of today are separated by geography and circumstance, yet they share the same insight: the people closest to a hazard are also the people best placed to defend against it.
