Disasters do not arrive without warning, yet their damage often feels sudden and overwhelming. For decades, the standard response was to wait for a cyclone, earthquake, or flood to strike and then rush in with relief. That approach has changed. Today, disaster management is built around acting before a hazard becomes a catastrophe. The modern framework rests on three connected strands: preparedness, mitigation, and response. Understanding how these strands work together explains why a cyclone that once killed tens of thousands can now pass with far fewer casualties, and why planning matters as much as rescue.

Principles of preparedness and mitigation
The biggest shift in how disasters are handled came with the Disaster Management Act of 2005, which set up the National Disaster Management Authority (NDMA) headed by the Prime Minister. This law moved the country away from a relief-centric system toward a holistic approach that emphasises prevention, mitigation, and preparedness. The logic is simple: money and effort spent reducing risk before a disaster save many times that amount in losses afterward.
This thinking also shapes global practice. The Sendai Framework for Disaster Risk Reduction (2015-2030), which India has adopted, lists four priorities for action: understanding disaster risk, strengthening risk governance, investing in risk reduction for resilience, and enhancing preparedness for effective response. India’s National Disaster Management Plan, first released in 2016 and revised in 2019, is built directly on these priorities along with the Sustainable Development Goals and the Paris Agreement on climate change.
Risk assessment comes first
You cannot manage a risk you have not measured. Risk assessment is the foundation of the entire system. It means identifying which hazards a region faces, who is most exposed, and how vulnerable they are. The Sendai Framework stresses that disaster risk management must be based on understanding risk in all its dimensions, including vulnerability, capacity, exposure of people and assets, and the characteristics of the hazard itself.
In practice, this involves tools like risk maps and decision-support systems. The NDMA has developed a web-based Dynamic Composite Risk Atlas for cyclone risk, a tool that was used during recent cyclones such as Biparjoy and Michaung in 2023. Mapping where risk concentrates allows authorities to direct resources where they will protect the most people.
Integrating disaster management with development
A key principle of modern disaster management is that it cannot sit in a separate box from regular planning. If a new highway, housing colony, or power plant is built without considering flood or earthquake risk, it simply creates new vulnerability. This is why the NDMA is mandated to lay down guidelines for different ministries to integrate disaster prevention and mitigation into their development plans and projects.
The Sendai Framework makes the same point at a global level, calling for disaster risk reduction to be integrated across all sectors and policies. It also identifies the root causes that turn hazards into disasters, such as poverty, inequality, rapid urbanisation, and environmental degradation. Tackling these underlying factors is treated as part of disaster management, not a separate concern.
Long-term planning and local involvement
Policies written in the capital matter little if the community facing the flood does not know what to do. This is the gap that long-term planning and local involvement are meant to close. The people most likely to be exposed to a hazard are also the first responders in any disaster, often acting before any official team can reach them. Their participation is not optional; it is central.
Why local knowledge matters
Community-Based Disaster Risk Reduction (CBDRR) is a participatory approach in which local communities identify, assess, and reduce their own risks using local knowledge and institutions. Failure to understand the risk behaviour and culture of a local community can lead to badly designed measures, including early warning systems that people ignore. When local people are involved, plans match real needs and communities become more self-reliant.
The value of community preparedness shows up clearly in the numbers. Local preparedness can sharply reduce response time during a disaster. A study comparing how traditional and local knowledge is built into policy found that, among Nepal, India, and Bangladesh, India has integrated such knowledge into national policy relatively well, combining traditional understanding with modern technology, though the actual mechanisms for community participation still need strengthening.
The role of NGOs and civil society
Non-governmental organisations fill gaps that government agencies alone cannot. The Disaster Management Act recognises this by tasking State Executive Committees and District Authorities with coordinating and encouraging the involvement of NGOs and civil society organisations working at the grassroots level. Bodies such as Civil Defence, NCC, NSS, and the Nehru Yuva Kendra Sangathan are encouraged to generate awareness and train communities.
International agencies contribute too. UNICEF runs community-based programmes that involve children and adolescents in resilience initiatives across both urban and rural settings, encouraging young people to assess their own risks and act on them. Programmes like school evacuation drills build a culture of safety from an early age, which pays off across an entire generation.
Local bodies as the backbone
Panchayati Raj Institutions, Urban Local Bodies, and Self-Help Groups are the institutions closest to people on the ground. Under national capacity-building programmes, thousands of government officials from sectors such as health, education, and rural development, along with tens of thousands of community representatives, have been trained in skills like first aid, search and rescue, and shelter management. A persistent challenge remains, though: only a fraction of local bodies in disaster-prone states have trained personnel dedicated to disaster risk reduction.
Preventive planning
Preventive planning is where mitigation becomes concrete. Instead of accepting that disasters will cause heavy losses, this strand asks how the built environment, agriculture, and public behaviour can be reshaped to reduce damage in the first place. Three areas stand out: resilient infrastructure, disaster-resistant farming, and public awareness.
Building resilient infrastructure
When a disaster strikes, a large share of the economic loss comes from damaged infrastructure such as roads, power lines, and buildings. Recognising this, India launched the Coalition for Disaster Resilient Infrastructure (CDRI) in 2019, a global initiative bringing together governments, agencies, and the private sector to make infrastructure able to withstand climate and disaster risks.
The mission of CDRI is to expand resilient infrastructure and retrofit existing structures, since a very large portion of public sector losses in recent disasters came from infrastructure damage. The coalition also enhances standards, building codes, and guidelines for the design and maintenance of infrastructure. The underlying idea is that a building designed to a proper seismic code or a power grid designed to survive a cyclone protects lives and saves enormous recovery costs later.
Disaster-resistant cropping
Agriculture is one of the most exposed sectors, since floods, droughts, and cyclones directly hit crops and the livelihoods that depend on them. Preventive planning here means choosing crop varieties and practices that can survive these shocks. Disaster-resistant cropping includes flood-tolerant and drought-tolerant seed varieties, adjusting planting calendars to match changing weather, and diversifying crops so that a single hazard does not wipe out a family’s entire income.
This matters because annual disaster losses to irrigation and agricultural infrastructure are enormous, with floods dominating the risk followed by cyclones, droughts, and heat stress. Protecting food systems through better-designed and better-managed infrastructure delivers high returns and reduces the chance that a disaster turns into a hunger crisis.
Public awareness campaigns
The cheapest and often most effective form of mitigation is knowledge. A community that knows how to read an early warning, where to find a shelter, and what to do in the first minutes of an earthquake will lose far fewer lives. Public awareness campaigns, mock drills, and school education programmes are therefore treated as core mitigation activities, not afterthoughts.
The strongest example comes from Odisha. The state’s improved cyclone warning systems and mass evacuation drills meant that during Cyclone Phailin in 2013, over a million people were moved to safety and an enormous number of lives were saved, a sharp contrast to the devastating Odisha super-cyclone of 1999. Awareness combined with planning turned a potential mass-casualty event into a managed evacuation.
How the three strands connect
It is tempting to treat preparedness, mitigation, and response as separate stages, but their real strength lies in how they reinforce one another. Mitigation through resilient infrastructure reduces the damage a hazard can cause. Preparedness through training and awareness ensures communities act quickly when warnings come. Response then operates on a smaller, more manageable scale because the first two strands have already shrunk the problem. After every disaster, the recovery phase becomes a chance to “build back better”, integrating risk reduction into reconstruction so the next event causes even less harm.
This is the heart of the modern paradigm shift: a continuous cycle of planning, organising, and implementing measures that runs long before and long after the disaster itself. The country that prepares its communities, mitigates its risks, and responds with coordination is the one that protects both lives and the development gains it has worked hard to achieve.
