Cities are where India’s future is being decided. By 2030, the country’s urban population is expected to cross 600 million, and towns and cities already produce a large share of national income. But rapid growth brings traffic jams, polluted air, water shortages, flooding, and a shortage of decent housing. Sustainable urban development is the response to this pressure. It is a way of planning cities so that they can grow economically without exhausting natural resources or leaving large sections of the population behind. This post explains what the idea means, where it came from, the principles that hold it together, and how a global blueprint from 1992 still shapes urban policy today.

Defining sustainable urban development

The starting point for any discussion of sustainability is a single, widely accepted definition. In 1987, the World Commission on Environment and Development (WCED), chaired by former Norwegian Prime Minister Gro Harlem Brundtland, published a report titled Our Common Future. It is commonly called the Brundtland Report. The report defined sustainable development as development that meets the needs of the present without reducing the ability of future generations to meet their own needs.

This definition changed how governments thought about progress. Before the report, development was measured almost entirely through economic indicators such as output and income. A country could record rising figures even while millions of its people lacked clean water or housing. The Brundtland Report argued that economic growth and a healthy environment are linked, not opposed. It treated poverty and environmental damage as both causes and consequences of each other, and it asked nations to integrate social fairness, economic growth, and environmental care into a single approach.

Applied to cities, this thinking produces sustainable urban development. The idea is to manage the urban environment so that economic activity continues, basic services reach everyone, and the natural systems that support the city are not destroyed in the process. A sustainable city is not simply a green city. It is one that can keep functioning and providing for its residents over the long term.

Balancing growth with the environment

The core of the concept is balance. A city needs jobs, industries, and investment to support its people. At the same time, unchecked expansion damages the air, water, and land that the same people depend on. Sustainable urban development tries to hold these two demands together rather than choosing one over the other. The WCED report stressed that the heaviest environmental problems came from two directions at once: widespread poverty in poorer regions and wasteful patterns of consumption and production in wealthier ones. Both had to change for development to last.

This is why sustainability is often pictured as three connected pillars. The economic pillar covers livelihoods, income, and productive activity. The social pillar covers fairness, health, education, and access to services. The environmental pillar covers clean air, water, soil, and biodiversity. A genuinely sustainable city pays attention to all three. Ignoring any one of them weakens the others.

Key principles of a sustainable city

Building on the Brundtland framework, a few essential principles guide how a sustainable city should function. These are the factors that planners and policymakers return to repeatedly.

Economic self-reliance

A sustainable city needs a stable economic base. It should generate enough employment, revenue, and productive activity to support its own services and infrastructure rather than depending entirely on outside grants. Economic self-reliance gives a city the means to maintain water systems, public transport, and sanitation over time. The WCED linked this idea to poverty reduction, since it treated poverty as a barrier to sustainability. A city where many residents lack secure income cannot protect its environment effectively, because survival needs come first. Steady, broad-based economic growth therefore supports environmental goals rather than competing with them.

Equitable use of resources

Sustainability is not only about the future. It is also about fairness in the present. Equitable resource use means that the benefits of urban development reach all sections of society, not just the wealthy or well-connected. Clean water, sanitation, transport, and housing should be available to everyone, including the urban poor who often live in informal settlements. This principle connects to the social pillar of sustainability. A city that builds modern infrastructure for some neighbourhoods while leaving others without basic services is not sustainable, because the resulting inequality creates instability and pressure over time.

Minimal environmental impact

The third principle is keeping the city’s environmental footprint as low as possible. This involves efficient use of energy and water, proper waste management, protection of green spaces and water bodies, and reduced pollution. The aim is to allow natural resources to renew themselves rather than being depleted. Practical measures include public transport to cut vehicle emissions, treatment and reuse of wastewater, segregation and scientific processing of solid waste, and the protection of wetlands and lakes that help cities manage floods. Each of these reduces the strain a city places on its surroundings.

Agenda 21 and its recommendations

The Brundtland Report set out the idea, but it took a major international meeting to turn that idea into a plan of action. In June 1992, world leaders gathered in Rio de Janeiro for the United Nations Conference on Environment and Development, widely known as the Earth Summit. Representatives from over 170 countries attended. One of its most important outcomes was Agenda 21, a comprehensive action plan for sustainable development in the twenty-first century, which is where the name comes from.

Agenda 21 is not a legally binding treaty. It is a voluntary blueprint that nations, organisations, and local governments can use to design their own strategies. Its forty chapters cover a wide range of subjects, including poverty, consumption patterns, population, health, and human settlements. For students of urban development, the most relevant part is Chapter 7, which deals directly with cities and towns.

Sustainable human settlements

Chapter 7 of Agenda 21 is titled Promoting Sustainable Human Settlement Development. Its overall objective is to improve the social, economic, and environmental quality of human settlements and the living and working conditions of all people, with special attention to the urban and rural poor. The chapter sets out several connected programme areas that remain a useful checklist for any city today.

These include providing adequate shelter for everyone, improving the management of human settlements, and promoting sustainable land-use planning. The chapter also calls for the integrated provision of environmental infrastructure such as water, sanitation, drainage, and solid-waste management. It promotes sustainable energy and transport systems in cities, encourages settlement planning in areas prone to natural disasters, and supports building the capacity of local authorities so they can actually deliver these services.

Sustainable infrastructure and resource management

A recurring theme in these recommendations is that infrastructure and resource management must work together. Discussions during the drafting of Agenda 21 highlighted the need to create national shelter strategies, train urban managers, ease migration pressure on cities by creating rural employment, focus on energy use and mass transport, and reduce the impact of natural disasters. The message was that piecemeal projects are not enough. Cities need joined-up planning that handles housing, water, energy, transport, and waste as parts of one system.

Agenda 21 also gave a strong role to local government. Its idea of Local Agenda 21 encouraged municipal authorities to prepare their own action plans in consultation with residents. This recognised a simple fact: sustainability is delivered on the ground, in neighbourhoods and wards, not only in national capitals.

How these ideas shape urban policy today

The principles from Brundtland and Agenda 21 are visible in current urban programmes. Schemes that aim to provide universal water supply, improve sanitation, build affordable housing, and manage waste are direct descendants of Chapter 7’s programme areas. For example, the Atal Mission for Rejuvenation and Urban Transformation focuses on basic infrastructure such as water supply, sewerage, and open spaces across hundreds of cities, integrating environmental concerns with equitable access.

At the same time, policy analysts point to gaps that the original framework also anticipated. Reviews of urban policy note recurring problems such as fragmented planning, weak local governance, and the financial dependence of city bodies. Some critics argue that technology-led programmes have created islands of excellence in a few areas rather than transforming cities as a whole. These criticisms echo the very principles discussed earlier: without economic self-reliance for local bodies and equitable distribution of resources, even well-funded projects struggle to become truly sustainable.

This is the value of understanding the foundations. The Brundtland definition, the three pillars, and the Agenda 21 recommendations are not historical footnotes. They form the standard against which today’s cities can be measured, and they explain why a sustainable city must balance economy, society, and environment together rather than treating them as separate goals.
