When 189 countries gathered at the United Nations in 2000 and signed the Millennium Declaration, they set a 15-year clock ticking. The eight Millennium Development Goals (MDGs) that followed asked nations to halve extreme poverty, get every child into primary school, cut child and maternal deaths, and roll back diseases like HIV and malaria, all by 2015. For a country of over 1.2 billion people, with deep regional divides and stubborn poverty, the MDGs were never going to be a simple checklist. They were a stress test. Where did the country actually move the needle, where did it fall short, and what does its experience teach us as the world now works towards the broader Sustainable Development Goals? Let us walk through the journey.

Progress on the Millennium Development Goals
The headline story is genuinely positive. Globally, the number of people living in extreme poverty fell from 1.9 billion in 1990 to 836 million in 2015, the most successful anti-poverty push in recorded history. The country was a major contributor to that shift. According to the UN Economic and Social Commission for Asia and the Pacific, the target of halving the poverty rate (Goal 1) was achieved, even if performance varied widely from one state to another.
Decades of investment in agriculture, beginning with the Green Revolution, transformed a nation that once depended on food imports into one with overflowing grain stocks. This was a structural achievement that underpinned much of the progress on hunger and rural incomes.
Education and gender parity
Goal 2 pushed for universal primary school enrolment, and here the gains were striking. Primary enrolment climbed sharply, and the gap between boys and girls in classrooms narrowed dramatically. Gender parity was achieved in primary school enrolment, and the country was close to achieving it in secondary and tertiary education by the end of 2015 (Goal 3). Schemes that provided midday meals, free textbooks, and dedicated funding for elementary education helped keep children, especially girls, in the system longer than before.
Health and child survival
Health goals showed real movement, though several targets stayed just out of reach. On maternal health (Goal 5), the target was to cut the maternal mortality ratio by three quarters, from 560 in 1990 to 140 by 2015, and the country was on a trajectory to reach that figure if the rate of decline held. Child mortality (Goal 4) also improved, but progress lagged the target. The same government data noted that the infant mortality rate stood at 40 per 1,000 live births against a target of 29, with states like Kerala and Tamil Nadu having already crossed the finish line while others trailed badly. Initiatives such as Mission Indradhanush, aimed at fully immunising children who had been missed by routine vaccination, were part of the final sprint.
The barriers that held progress back
For all the gains, the MDG era exposed exactly where the country struggles. The single biggest theme is that national averages hide enormous inequality. Progress in wealthier, better-governed states masked the fact that poorer states were often far behind. Helping these weaker performers catch up, rather than celebrating the national average, was repeatedly identified as the real challenge.
Rural infrastructure and the financing gap
Money, or the lack of it directed in the right places, was a recurring obstacle. The UNESCAP analysis pointed out that public expenditure on education stood at around 3.34% of GDP, below internationally recommended levels, while out-of-pocket health spending pushed families into poverty. It estimated that 6.2% of households fell below the poverty line because of health costs they could not afford. Building basic infrastructure for the delivery of health, education, and sanitation services in rural areas was named as one of the key drivers that would decide future success.
Clean water and sanitation
Few areas illustrate the unfinished agenda better than water and sanitation. Two-thirds of the country’s 718 districts are affected by extreme groundwater depletion, and the nation is the world’s largest user of groundwater, with rural areas drawing the bulk of their drinking water from it. The numbers on safe access remain sobering. As of 2019, 71% of the population had access to basic sanitation but only 54% to safely managed sanitation, while 87% had basic drinking water yet only 44% had safely managed services. Population growth, rapid urbanisation, and industrial expansion have only added pressure, leaving groundwater depletion, water pollution, and sanitation gaps as persistent problems even after large government programmes.
Education for girls
The barriers facing girls deserve special attention because they sit at the intersection of poverty, infrastructure, and social attitudes. Poor school infrastructure, especially the absence of clean, private, gender-separate toilets, directly affects attendance. Nearly half of all schools, in both rural and urban areas, were found to lack adequate facilities in government data tracked by the Ministry of Education. When toilets are missing, girls often skip school during menstruation, which raises absenteeism and dropout rates. Research on water and sanitation across states found a clear pattern: improved sanitation is linked to higher literacy and lower dropout rates, particularly among girls. On top of infrastructure, deep-rooted preferences mean that in low-income households, sons are often prioritised for schooling while daughters take on chores, care for siblings, or face early marriage.
Population and persistent poverty
High population growth ran through nearly every goal as a multiplier of difficulty. Faster growth meant more mouths to feed, more children to school, and more pressure on already strained land and water. Even where the country halved its poverty rate, the absolute number of poor people remained vast. A study drawing on agricultural sustainability work noted that over 200 million people, mostly rural, were caught in a poverty trap living on around a dollar a day. The paradox of full grain stores sitting alongside widespread hunger was described as a “famine of livelihoods” rather than a famine of food, pointing to the deeper problem of rural employment and incomes.
Eco-technologies and the road ahead
If poverty in rural areas is partly a problem of livelihoods, then the solutions have to combine income, ecology, and fairness at the same time. This is exactly the thinking behind eco-technologies, a concept championed by the agricultural scientist M.S. Swaminathan, often called the father of the Green Revolution in the country.
What eco-technology actually means
Swaminathan defined eco-technology around three ideas. As he put it while receiving the Blue Planet Prize in 1996, “Ecotechnology means at least three E-words: ecology, economics, and equity”. The logic is simple. Without economic viability, a technology never gets adopted. Without ecological sustainability, any gains are short-lived. And without equity, including gender equity, the rich-poor divide only widens. Eco-technologies aim to blend modern science with the traditional knowledge of farmers, fishers, and forest communities, producing approaches that are pro-nature, pro-poor, pro-women, and pro-employment.
From the Green Revolution to an Evergreen Revolution
The original Green Revolution solved a food crisis but came with environmental costs, from soil degradation to groundwater overuse. Recognising this, Swaminathan proposed an “evergreen revolution” that advocates organic farming, soil conservation, water management, and eco-friendly biotechnology to raise productivity without depleting natural resources. The M.S. Swaminathan Research Foundation, set up in 1988, put these ideas into practice. Its J.R.D. Tata Ecotechnology Centre promotes nature-based solutions built on ecology, economy, equity, energy, and employment to make smallholder agriculture competitive and sustainable.
Why this matters for sustainable development
Eco-technologies address several of the barriers discussed above at once. Low-cost, locally adapted solutions are precisely what poor rural households need, and one study on improving water and sanitation access argued that innovating affordable products and technologies is a valuable step in making basic facilities reachable for the poor. The “biovillage” model, which links technical resource centres with microcredit and market access, shows how technology, finance, and community knowledge can combine to create rural livelihoods rather than just charity. Crucially, these approaches map directly onto the Sustainable Development Goals that succeeded the MDGs in 2015, carrying forward the unfinished agenda on poverty, hunger, water, and equality through to 2030.
The MDG journey, then, is best read not as a finished story but as a foundation. The country proved it could halve poverty, fill classrooms, and bend the curve on child and maternal deaths. It also learned, sometimes painfully, that averages can deceive, that infrastructure and sanitation are not optional extras, and that the next phase of development has to be ecological and equitable if it is to last.
