India crossed into a new demographic chapter when its total fertility rate slipped to 2.0, just below the replacement level of 2.1. That figure suggests the population will eventually stabilise, yet the country still adds millions of people every year and remains the most populous nation on earth. The real difficulty is not the headline number. It is the mismatch between how fast people need water, housing, jobs, and clean air, and how slowly the systems that supply these things expand. Sustainable development asks a demanding question: can a growing population live well today without exhausting the resources future generations will depend on? Achieving that balance is where the hardest challenges appear.

Why population pressure complicates sustainable development

Sustainable development rests on three pillars working together: economic growth, social equity, and environmental protection. Population growth touches all three at once. A larger number of people can mean a bigger workforce and a stronger economy, but it also means more demand on finite land, water, and energy. When growth outpaces the capacity of schools, hospitals, sewer lines, and power grids, the gains get diluted across more heads. The result is lower per capita investment in the very things that build a productive, healthy society.

The challenge is not uniform across the country. Fertility, urbanisation, and ageing vary sharply between states and between income groups. A single national policy rarely fits this diversity. Understanding the specific pressure points makes the problem far more manageable, so it helps to look at three of the most significant ones in turn.

High fertility and resource strain

Even as the national fertility rate has fallen, it has not fallen evenly. The decline has been faster among wealthier, better-educated households and slower among poorer ones. This uneven pattern shapes where future population growth concentrates and which families face the greatest strain.

Research using the latest National Family Health Survey shows a clear gradient: women in the poorest households tend to have more children and shorter gaps between births than women in the richest households. One analysis found that short birth intervals were far more common among the poorest mothers than the richest. The reasons are well documented. Limited access to education, weaker reproductive healthcare, early marriage, and fewer economic choices for women all push fertility higher. States with higher poverty, such as Bihar, record fertility well above replacement, while states like Kerala sit comfortably below it.

This matters for sustainability because higher fertility among low-income families can lock households into a cycle. More children with limited resources means thinner spending on each child’s nutrition, schooling, and health. That, in turn, reduces the next generation’s earning capacity, making it harder to escape poverty. The pattern complicates several Sustainable Development Goals at once, including those on poverty, hunger, health, and education.

Pressure on water, land, and forests

A larger population needs more of everything the environment provides. Rising demand for water has driven heavy over-extraction of groundwater across many regions, contributing to water scarcity that affects farming, industry, and daily household use. Demand for farmland and housing pushes deforestation and the conversion of natural land, while expanding industry and transport worsen air and water pollution. The core difficulty of sustainable development sits exactly here: meeting present needs without permanently degrading the resource base.

Resource strain is not only an environmental issue. When groundwater runs low or air quality collapses, the poorest suffer first and most, because they have the fewest alternatives. Environmental stress and social inequality reinforce each other, which is why sustainability planners treat resource management and poverty reduction as a single linked problem rather than two separate ones.

Urban overcrowding and slum growth

People do not spread evenly across the land. They move toward cities in search of work, and Indian cities have absorbed enormous inflows over the past decades. Urbanisation can be a powerful engine of growth, but when it happens faster than housing and infrastructure can keep up, the gap between demand and supply fills with informal, often unsafe settlements.

Inside India’s growing slums

The 2011 Census recorded a slum population of around 65.5 million, roughly 17 per cent of the urban population at the time, up sharply from 42.6 million a decade earlier. Studies of urban health note that most slum residents lack reliable access to clean water, sanitation, and electricity. As migration continues and cities expand, these numbers have almost certainly grown, though the absence of a recent nationwide slum survey leaves planners working with dated figures.

The growth of slums is, in essence, a symptom of an imbalance in urban development. When formal housing is too scarce or expensive, low-income workers settle wherever they can, frequently on land that is unsafe, unserviced, or environmentally fragile. Researchers describe how the widening gap between the demand and supply of basic services forces families into crowded, unsanitary conditions exposed to pollution and natural hazards. Each new wave of unplanned settlement makes the city harder to retrofit with proper roads, drainage, and utilities later.

The health and infrastructure costs of overcrowding

Overcrowding turns ordinary risks into serious ones. Dense living conditions with poor sanitation accelerate the spread of communicable disease, while limited drainage and waste management create breeding grounds for illness. Health infrastructure in many urban areas is already insufficient for the population it serves, leaving slum residents with worse health outcomes despite living close to well-equipped private hospitals they cannot afford.

The government has responded with programmes aimed at the urban poor, including the National Urban Health Mission, which set up primary health centres near slum clusters and deployed frontline health workers to connect communities with care. Schemes targeting housing and slum upgrading have also been launched over the years. Progress has been real but uneven. Many upgrading efforts focus on physical structures while leaving the underlying economic exclusion untouched, so settlements keep growing faster than interventions can absorb them.

Economic and social inequality

The third challenge is the most subtle, because it can hide behind impressive aggregate numbers. A country can post strong economic growth while inequality widens beneath the surface. Population dynamics shape this inequality in two important ways: through the changing balance between workers and dependents, and through the rising cost of delivering social services to everyone.

Dependency ratios and the demographic dividend

Demographers track the dependency ratio, which compares the non-working population (children and the elderly) to those of working age. India’s dependency ratio has been falling for years, and the United Nations Population Fund notes that the country is currently passing through a demographic transition with a large working-age share. This is the celebrated demographic dividend: a window where a country has relatively few dependents and many potential workers, creating space for rapid growth.

The catch is that the dividend is not automatic. It pays out only if the working-age population actually finds productive employment. Without enough jobs, a youth bulge can turn into unemployment, frustration, and social instability rather than prosperity. The window is also temporary. Analysts warn that India’s old-age dependency is set to climb steeply in the coming decades, with the elderly share of the population rising sharply by 2050. The worry is that the country could grow old before it grows rich, facing high eldercare and pension costs while still tackling poverty.

The rising cost of social services

A larger and more unequal population places sustained pressure on public finances. The state has to stretch its budget across more schools, hospitals, pensions, and welfare programmes, and as the age profile shifts, spending must rebalance from child-focused services toward eldercare and chronic disease management. Meeting these needs while keeping the books sustainable is a genuine policy challenge.

Comparisons across the Global South show why this is difficult. The Carnegie Endowment observes that several countries enjoyed falling dependency ratios yet failed to convert the demographic advantage into lasting growth because of deep social inequalities and weak human capital. The lesson is that demographic windows can close quickly. For sustainable development, the central task is not simply to add people to the workforce, but to invest in their health, education, and skills so that growth is broad-based rather than captured by a fortunate few.

Regional disparities sharpen the problem. Southern states have aged faster and already have a larger elderly share, while northern and central states remain younger with higher fertility. A policy designed for one demographic reality can fail badly in another. This is why effective responses tend to be tailored to local conditions rather than imposed uniformly from the centre.

Bringing the challenges together

These three challenges are not separate silos. High fertility among the poor feeds migration to overcrowded cities, which deepens inequality and strains public services. Resource scarcity hits the urban and rural poor hardest, reinforcing the very poverty that keeps fertility high. Because the pressures interlock, the solutions have to as well. Investment in women’s education and reproductive healthcare, planned urban infrastructure, decent job creation, and stronger social protection each address more than one problem at once. The thread running through all of them is governance: the capacity to plan ahead, distribute resources fairly, and act before a manageable pressure becomes a crisis.
