India’s cities are growing faster than the pipes, drains, and parks meant to serve them. When water does not reach a tap, when sewage flows into open drains, or when a neighbourhood has no green space to breathe, daily life suffers in very real ways. The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is the government’s answer to exactly these gaps. Launched in 2015 and now running in its second phase, AMRUT focuses on the unglamorous but essential basics of urban living: clean water, working sewers, walkable streets, and breathable open spaces. This post breaks down what AMRUT sets out to do, where it concentrates its effort, and how it actually gets implemented on the ground.

What AMRUT is and why it exists

AMRUT was launched on 25 June 2015 and is run by the Ministry of Housing and Urban Affairs (MoHUA). The core idea is straightforward. Rather than building flashy projects, the mission invests in basic infrastructure that has a direct link to better services for citizens. The official purpose of AMRUT is to ensure every household has a water tap and a sewerage connection, increase the amenity value of cities through greenery and open spaces, and cut pollution by encouraging public transport and non-motorized travel.

A point worth noting is who the mission is meant to serve. AMRUT explicitly prioritises improving the quality of life for all residents, especially the poor and the disadvantaged. Better water and sanitation services tend to matter most to households that cannot afford private alternatives like borewells, water tankers, or private vehicles. The mission has also been described as delivering outcomes valued particularly by women, since reliable water and safe public spaces directly affect health, safety, and the time spent on household tasks.

The two phases of the mission

AMRUT has run in two distinct phases. AMRUT 1.0 covered the period from 2015 to roughly 2020 and targeted 500 cities. AMRUT 2.0 was launched on 1 October 2021 for a five-year period running through 2025-26. The second phase widens the ambition considerably. While the first phase concentrated on 500 cities, AMRUT 2.0 aims to provide water supply coverage to all statutory towns in the country, numbering around 4,800. The guiding theme of the second phase is to make cities “water secure” in the spirit of self-reliance, ensuring that treated water is reused and that dirty water does not flow untreated into rivers.

Objectives of AMRUT

The mission’s objectives translate into specific, measurable promises for urban households. They can be grouped into four broad commitments.

Universal tap water access: Every household in the covered cities should have a functional tap with an assured water supply. This is the top priority of the mission, and a benchmark of 135 litres per person per day is used as a planning standard for water supply.

Improved sewerage and septage management: Sewerage is the second priority. The goal is to provide sewer connections to households and to manage faecal sludge and septage properly, so that waste is treated rather than dumped. AMRUT 2.0 specifically targets universal sewerage and septage coverage in the original 500 AMRUT cities.

Cleaner mobility and reduced pollution: The mission encourages a shift toward public transport and the construction of facilities for non-motorized transport, such as footpaths and cycle tracks. The reasoning is that fewer private vehicles on the road means lower pollution and more accessible streets.

Greener, more livable cities: AMRUT funds the creation and upgrading of parks, green spaces, and recreation areas, with particular attention to spaces that are friendly to children and the elderly. Green cover improves air quality and gives dense neighbourhoods room to breathe.

Thrust areas: where AMRUT puts its money

The objectives become concrete through what the mission calls its thrust areas. These are the specific sectors where AMRUT funds projects. The mission focuses on water supply, sewerage and septage management, storm water drainage, green spaces and parks, and non-motorized urban transport.

Water supply

This is the flagship thrust area. Projects under it include laying new water pipelines, building and upgrading water treatment plants, and rehabilitating old, leaking distribution networks. The aim is not just to deliver water but to deliver it reliably and safely. Under AMRUT 2.0, cities are encouraged to take up “drink from tap” projects offering 24×7 water supply in selected wards, which marks a significant shift from the intermittent supply common across many Indian towns.

Sewerage and septage management

Many Indian cities lack a complete underground sewerage network, leaving households dependent on septic tanks that are rarely emptied safely. This thrust area funds sewer networks, sewage treatment plants, and faecal sludge management systems. A key sustainability angle here is the recycling and reuse of treated water, which reduces the demand on fresh water sources.

Storm water drainage

Urban flooding during the monsoon is a recurring problem across Indian cities, often caused by clogged or inadequate drains. AMRUT funds storm water drainage projects to reduce waterlogging and flooding, which protects both property and public health.

Green spaces and parks

This thrust area is about livability. Funds go toward developing and upgrading parks, gardens, and recreation centres, with an emphasis on spaces designed for children and the elderly. Under AMRUT 2.0, the rejuvenation of urban water bodies such as lakes and ponds has become a major component, restoring natural water sources while creating attractive public spaces.

Non-motorized urban transport

Rounding out the thrust areas is support for walking and cycling infrastructure, including footpaths, cycle tracks, and pedestrian-friendly streets. By making it easier and safer to move around without a car or two-wheeler, the mission aims to reduce both congestion and vehicular pollution.

Implementation strategy: how AMRUT actually works

Strong objectives mean little without a clear delivery mechanism. AMRUT is structured as a centrally sponsored scheme, which is a specific funding and implementation model in Indian governance.

What a centrally sponsored scheme means

In a centrally sponsored scheme, the central government provides a major share of the funding while state governments implement the scheme and contribute a defined share. This design reflects the principle of cooperative federalism. The Centre sets the broad framework and provides money, but states and local bodies do the actual planning and execution. AMRUT was deliberately designed to make states equal partners in planning and implementation.

The funding pattern

AMRUT 1.0 had a total outlay of โ‚น50,000 crore over five years. The central share of project cost depends on city size. The central government contributes one-third of project cost for cities with populations above 10 lakh and a larger share for smaller cities, with the remaining funds coming from state governments and urban local bodies. This sliding scale ensures that smaller towns, which have weaker finances, receive more central support.

The annual budget under AMRUT is also split by purpose. According to the mission’s fund allocation rules, the bulk of the annual budget goes to the project fund, with smaller portions reserved for reform incentives and administrative expenses. Importantly, a share of the budget is set aside specifically to reward states that carry out urban reforms, which builds an incentive for good governance into the funding itself.

AMRUT 2.0 dramatically scaled up the financial commitment. The total indicative outlay for AMRUT 2.0 is around โ‚น2,99,000 crore, including a central share of about โ‚น76,760 crore over five years. The second phase also introduced outcome-based funding, meaning money is released in line with the results cities actually achieve rather than simply on the basis of plans.

The role of state governments

States are the engine of implementation. Under AMRUT, individual cities prepare a Service Level Improvement Plan (SLIP) that assesses gaps in water, sewerage, drainage, and transport infrastructure. These city plans are then consolidated by the state into a State Annual Action Plan (SAAP), which is submitted to the Ministry for approval. In AMRUT 2.0, the planning process begins with City Water Balance Plans that map water sources, demand, and supply gaps.

Funds flow through the states rather than directly to cities. The Ministry releases money to the states and union territories, which in turn release it to the urban local bodies and implementing agencies. This keeps states accountable for both planning and the financial discipline of the projects under their charge.

Reforms and capacity building

AMRUT is not only about construction. The mission ties funding to a set of urban reforms aimed at improving the financial health and transparency of urban local bodies. These include measures like adopting model building bylaws, conducting credit ratings to help cities raise money from markets, and carrying out energy audits of pumping systems to improve efficiency. Capacity building programmes train municipal staff so that projects are planned and completed on time. The logic is simple: better-run municipalities deliver better services and sustain them long after a project is built.

What AMRUT has delivered so far

After a decade, the mission’s scale is substantial. Marking ten years of AMRUT in 2025, the Ministry reported that across both phases, about 2.03 crore tap connections and 1.50 crore sewer connections have been provided, while 544 water bodies have been rejuvenated covering over 9,500 acres. Tap water coverage in covered areas rose considerably compared to a decade earlier.

The mission has also adopted technology and sustainability measures along the way. SCADA systems for real-time monitoring have been deployed in a large number of projects, and energy efficiency efforts have produced significant annual electricity savings and reductions in carbon emissions. These outcomes show how AMRUT has gradually moved from simply building infrastructure toward building smarter, more sustainable urban systems, which connects it closely to the broader smart city agenda.

Why AMRUT matters for urban living

The value of AMRUT lies in its focus on the things residents notice every single day. A working tap, a clean drain, a footpath that is safe to walk on, and a park within reach all add up to a meaningfully better life. By targeting these basics and by routing money through a federal structure that makes states and cities responsible partners, AMRUT attempts to fix urban problems at their root rather than papering over them. Its combination of infrastructure, reforms, and capacity building is designed so that improvements last, which is the real test of any urban mission.
