When Prime Minister Narendra Modi swept a street with a broom at Rajghat on 2 October 2014, it marked the start of one of the largest sanitation drives the world has ever seen. The Swachh Bharat Mission (Urban), or SBM-U, set out to do something that had eluded policymakers for decades: make cities free from open defecation and bring scientific order to the mountains of waste that pile up in urban areas every day. More than a decade later, the mission has reshaped how India thinks about cleanliness, public health, and the dignity of citizens. This post breaks down what SBM-U set out to achieve, how it works on the ground, and where it has succeeded and stumbled.

What the Swachh Bharat Mission Urban set out to do

Launched by the Ministry of Housing and Urban Affairs, SBM-U was conceived as a tribute to Mahatma Gandhi on his 150th birth anniversary in 2019. The reference is fitting. Gandhi famously held that sanitation is more important than political freedom, a sentiment that became the moral backbone of the mission. SBM-U targeted all statutory towns in the country, which numbered over 4,000 at launch.

The first phase of the mission rested on three major goals: achieving 100% Open Defecation Free (ODF) status, ensuring 100% scientific solid waste management, and driving behavioural change through a citizen-led movement called โ€˜Jan Andolanโ€™. The official guidelines, however, spell out a broader set of objectives that give the mission its full shape.

Core objectives in detail

According to the official mission framework, SBM-U works toward several interlinked outcomes:

  • Eliminating open defecation: Every city or ward is declared ODF only when not a single person is found defecating in the open at any point of the day. This is the central outcome the mission was built around.
  • Eradicating manual scavenging: The mission seeks to end the hazardous and degrading practice of manually cleaning human waste, partly by converting insanitary latrines into modern pour-flush toilets.
  • Scientific solid waste management: SBM-U pushes for source segregation, door-to-door collection, and proper processing of municipal solid waste rather than dumping it in landfills.
  • Behavioural change and awareness: Building toilets is pointless if people do not use them. A large part of the mission focuses on changing habits and creating awareness about the link between sanitation and public health.
  • Capacity building and private participation: The mission strengthens urban local bodies (ULBs) and creates an enabling environment for the private sector to invest in both capital expenditure and ongoing operations.

The building blocks: components of SBM-U

The mission is not a single scheme but a bundle of components, each addressing a different piece of the urban sanitation puzzle. Funds flow from the central government, with matching contributions from states, ULBs, and private partners.

Household and community toilets

The most visible component is toilet construction. Individual Household Latrines (IHHLs) are built with financial assistance to families who lack their own toilet, while community and public toilets serve floating populations, slums, and areas where individual toilets are impractical. Under the broader mission, central share funds support the construction of these toilets along with the conversion of old insanitary latrines into safe pour-flush models. Since the mission began in 2014, the government reports that around 62.81 lakh individual household toilets and 6.36 lakh community and public toilet seats have been constructed.

Solid waste management

This is where the heaviest investment sits. The second phase of the mission set aside roughly โ‚น39,837 crore for solid waste management out of a total outlay of โ‚น1.41 lakh crore. The approach is straightforward in principle: separate wet waste from dry waste at the source, collect it door to door, transport different waste streams separately, and process them scientifically. Special provisions support bio-methanation of wet waste and the setting up of construction and demolition waste processing facilities in larger cities with populations above five lakh.

Capacity building for urban local bodies

Cities cannot sustain cleanliness if their municipal bodies lack the skills and systems to manage it. SBM-U therefore invests in capacity building, training ULB officials, supporting skill development, and helping cities adopt digital monitoring tools. The continued mission is designed to be paperless and digital, with GIS-mapped waste infrastructure, online grievance redressal, and end-to-end project monitoring on an integrated platform. This focus on institutional strength is what separates a one-time clean-up from lasting change.

Behaviour change and IEC

Information, Education and Communication (IEC) activities run through every part of the mission. These campaigns explain why segregating waste matters, why toilet use is essential, and how sanitation connects to health. The annual Swachh Survekshan cleanliness survey adds a competitive edge, ranking cities and pushing local governments to improve. Cities like Indore and Surat have become national role models through this combination of public participation and strong municipal systems.

SBM-U 2.0: from clean to garbage free

By 2019, urban India had largely achieved its ODF target. Rather than declaring victory and stopping, the government launched SBM-U 2.0 on 1 October 2021 to run until October 2026. The shift in language is telling: the new phase aims to make all cities โ€˜Garbage Freeโ€™, contributing directly to the Sustainable Development Goals for 2030.

The second phase carries forward the same components but raises the bar. Towns are pushed toward ODF+ and ODF++ certification, which check that toilets are functional and well maintained and that sewage and faecal sludge are managed safely. Smaller towns are encouraged to reach ODF++ status, and at least half of towns under one lakh population are meant to become Water+, meaning no untreated wastewater is released into the environment. The phase also tackles the safe mechanised cleaning of sewers and septic tanks to end hazardous manual entry once and for all.

Achievements: measurable change in a decade

The numbers tell a striking story. Urban India was declared open defecation free, achieved through the construction of toilets that crossed the original target several times over. By one government count, 4,320 of 4,372 cities declared themselves ODF, with the large majority certified through third-party verification.

Waste processing improved sharply too. Solid waste treatment capacity rose from about 18% to roughly 70% of municipal solid waste generated, and thousands of cities earned ODF+ and ODF++ certification. Beyond the statistics, the mission changed everyday behaviour. Combined across rural and urban India, the government reported in late 2025 that around 11 crore toilets had been built under the wider Swachh Bharat Mission, a milestone the housing minister described as transforming public health and dignity.

The benefits fall unevenly in a good way. Women, who bear the greatest burden and risk from a lack of safe toilets, and socially excluded groups have gained the most from improved sanitation access. International institutions have taken note as well; the Asian Development Bank is supporting SBM-U 2.0 with the explicit goal of improving urban livability and the urban economy.

Challenges: the work that remains

Impressive headline figures do not mean the job is done. Several persistent problems threaten to undo the gains if left unaddressed.

Funding gaps and sustainability

Money is a recurring constraint. Budget allocations for the combined mission have remained largely flat, with the urban component receiving around โ‚น5,000 crore in the 2025 Budget. An evaluation by the Asian Development Bank flagged the need for greater budgetary support for disposing of legacy waste, managing plastic and construction debris, and for continued investment to prevent back-sliding into old habits. Building a toilet is a one-time cost; keeping it clean and functional is a recurring one that many cash-strapped ULBs struggle to meet.

Public awareness and behaviour

Changing deep-rooted habits is the hardest part of any sanitation programme. Toilets sometimes go unused, waste segregation at the household level remains patchy, and citizen participation can fade once the initial enthusiasm dies down. The mission’s reliance on continuous IEC outreach reflects exactly this difficulty. The Asian Development Bank’s review specifically called for more extensive communication efforts, a sign that awareness work is far from finished.

Institutional capacity and waste processing

While waste collection has improved, scientific processing still lags collection in many cities. Legacy dumpsites continue to scar urban landscapes, and managing different waste streams, including hazardous and electronic waste, demands skills and infrastructure that not every municipal body possesses. Strengthening ULBs through sustained capacity building remains a long-term, unglamorous task that determines whether cleanliness lasts.

Why this matters beyond cleanliness

SBM-U is often discussed as a sanitation programme, but its real significance is broader. It connects public health, dignity, environmental sustainability, and urban governance into a single agenda. Cleaner cities mean fewer waterborne diseases, safer environments for women and children, and a stronger foundation for the wider vision of well-managed, sustainable urban spaces. The mission has also normalised the idea that citizens, not just governments, are responsible for the cleanliness of shared spaces, a cultural shift that may outlast any single scheme.
