Walk through any major Indian city and you will see two economies running side by side. In gleaming office parks, software engineers, data analysts, and digital marketers build careers around laptops and high-speed internet. A few kilometres away, street vendors, construction workers, and delivery riders earn a living with little job security and almost no access to the same opportunities. This split is the heart of what scholars call the divide in employment accessibility. A knowledge society promises that information and ideas will become the main engines of growth, but the doors to its best jobs do not open equally for everyone. Understanding who gets in, who is left out, and why is essential to making sense of work in the twenty-first century.

What a knowledge society does to work
A knowledge-based economy is one where wealth is created mainly through knowledge, innovation, technology, and intellectual capital rather than land, raw labour, or natural resources. In this kind of economy, value is generated through ideas and innovation instead of physical assets alone. Information and Communication Technologies (ICTs) sit at the centre of this shift, providing the high-speed networks and digital platforms that let knowledge move instantly across the world.
This transformation has reshaped the kinds of jobs available. India’s journey here is striking. The growth of the IT sector after the economic reforms of the early 1990s turned cities like Bengaluru, Hyderabad, and Pune into globally recognised innovation centres, supported by institutions such as the IITs and IIMs. The question that follows is simple but uncomfortable: who actually benefits from these new jobs?
New opportunities, but for a specific group
ICT has been described as a general purpose technology, comparable to the steam engine or electricity in its power to reshape entire economies. The ICT-producing sector in India has grown at over 25 percent since 2006, generating employment particularly for skilled workers. That last phrase matters. The new jobs are concentrated among people who already have education and technical training.
Data on digital skills confirms this pattern. Advanced ICT skills are highest among youth in the 15-29 age group and rise steadily with education levels. Regular and wage-employed individuals show higher ICT skills than the unemployed, while casual labourers and the self-employed have a much lower share of advanced digital abilities. In other words, the knowledge economy tends to reward those who are already well placed, and this can deepen existing inequalities rather than reduce them.
The barriers facing unskilled and undereducated workers
The majority of India’s workforce does not sit inside air-conditioned offices. Around 91 percent of workers operate within the informal sector, with only about 9 percent in formal employment. This is the population most at risk of being shut out of knowledge-based work, and the barriers they face are layered on top of one another.
The skill gap and the digital divide
Two obstacles stand out. The first is the skill gap, a mismatch between what industries need and what workers can actually do. The second is the digital divide, the unequal access to internet, devices, and technology that creates a gap between urban and rural populations and limits participation in the knowledge economy. A worker who cannot reliably get online, or who has never been trained to use digital tools, is effectively locked out before they even apply.
The scale of the training problem is severe. Reports indicate that less than 1 percent of the informal sector workforce is formally skilled, even though about half of it has completed secondary education or above. These workers are largely excluded from structured skill development programmes, which were mostly designed for the formal workforce. The result is a vast group of people who have basic education but lack the specific, certified skills that knowledge-based employers demand.
Why getting trained is harder than it looks
It is tempting to say that the solution is simply more training. But the barriers to learning are real and practical. The International Labour Organization notes that informal economy workers struggle with lower foundational skills, the direct cost of training, and the opportunity cost of lost income while studying. A daily wage worker who stops working to attend a course loses the earnings their family depends on that day. Location and gender add further hurdles, especially for women and those in rural areas.
The consequences of this exclusion are measurable. Informal workers in India generate only about ₹1.5 lakh annually, creating a productivity disparity of roughly eight times compared to formal sector workers. Because so much labour is concentrated in low-productivity informal work, average earnings stay suppressed and millions remain vulnerable. Most informal workers are also excluded from social security benefits such as health insurance, pensions, and paid leave, leaving them particularly exposed during financial or health crises.
The gig economy: a new layer of insecurity
Digital platforms have created a fresh category of work that sits awkwardly between the two economies. India’s gig workforce is projected to grow from 7 million in 2021 to 23.5 million by 2030. These jobs in delivery, ride-hailing, and e-commerce are accessible to people without elite degrees, which sounds like progress. Yet platform workers often lack social security, face decisions made by opaque algorithms, and have little bargaining power. The lesson is that access to a job is not the same as access to a good, secure job. The divide in employment accessibility is not only about whether you can find work, but about the quality and stability of the work you can reach.
Brain drain and the global competition for talent
There is a second, more global dimension to this divide. Even when developing countries succeed in producing highly skilled workers, they often lose them to wealthier nations. This is the phenomenon of brain drain, which UNESCO describes as an uneven scientific exchange where skilled professionals migrate from less developed to more developed nations in a largely one-way pattern. Doctors, engineers, scientists, and IT specialists move abroad in search of higher salaries, better research facilities, and improved living standards.
How large is the outflow?
For India, the numbers are significant. According to the OECD, India exports the highest number of highly educated migrants in the world, amounting to 3.12 million people, representing 65 percent of the global share. The country has long been a major source of skilled migrant workers, and an estimated 17 million Indians now live overseas, including large numbers of healthcare professionals and IT experts.
Why does this happen? Developed countries actively pursue talent-attracting policies, offering easy visa rules, work permits, and pathways to permanent residence. They face their own shortages of skilled professionals and compete to fill them. Developing nations, having invested public money in educating these individuals, often see the returns captured elsewhere.
The cost, and a possible silver lining
The losses go beyond individuals leaving. When trained doctors emigrate, rural and small-town healthcare suffers, contributing to a strained doctor-to-patient ratio. When researchers and innovators leave, the country’s capacity to develop new technologies weakens. Brain drain, in this sense, represents the migration not just of people but of knowledge, innovation, and national potential, and it can slow economic development and create shortages of skilled professionals at home.
There is, however, a more hopeful counter-trend worth noting. Some migrants eventually return, bringing capital, technology, and managerial know-how with them. This process of brain circulation sees talented professionals come home to take jobs or start businesses, generating new economic activity. Policymakers increasingly frame the goal as turning brain drain into brain gain, encouraging skilled citizens abroad to reconnect with and contribute to national development.
Connecting the three divides
These three challenges are not separate problems. They are different faces of a single divide in employment accessibility. At the bottom, unskilled and informal workers struggle to enter knowledge-based work at all because of the skill gap and the digital divide. In the middle, the knowledge economy generates good jobs but channels them toward the already-educated, widening inequality. At the top, the most skilled workers are pulled abroad by global competition, draining the very talent that could help close the gaps below.
Government efforts in India try to address several of these layers at once. Programmes such as skill development missions aim to train millions in industry-relevant abilities, while infrastructure projects work to extend broadband connectivity to rural areas. The E-Shram portal seeks to build a database of informal workers so welfare schemes can reach them. Whether these measures can move fast enough to keep pace with technological change is the open question that defines the future of work in a knowledge society.
