Every time a student in a small town streams a lecture from an IIT professor, downloads a research paper, or joins a free online course, they are tapping into something that did not exist on this scale a generation ago. Information and Communication Technology (ICT)-the networks, devices, software, and connectivity that move information around-has quietly become the backbone of how knowledge is created, stored, and shared today. It decides who gets to learn, who gets to contribute, and who is left waiting outside the door. Understanding how ICT spreads knowledge, and where it still falls short, is essential to understanding the modern knowledge society.

How ICT powers knowledge dissemination
For most of history, knowledge was scarce and physically bound. It lived in libraries, classrooms, and the minds of a few experts. Sharing it meant printing books, mailing journals, or travelling to a university. ICT broke this constraint. Digital information can be copied endlessly at almost no cost and sent across the world in seconds. According to UNESCO, the growth of information technologies has so dramatically increased the world’s ability to produce and circulate information that it has reshaped the very idea of a knowledge society-one where the creation and distribution of information becomes the main engine of economic and cultural life.
From scarcity to abundance
The shift is not just about speed. ICT changes the direction of knowledge flow. Earlier, information moved one way: from a publisher or teacher to a passive audience. Digital networks make the process interactive. A farmer can look up crop prices, a nurse can consult a medical database, and a college student can question a global expert in a comment thread. This two-way exchange means knowledge is no longer simply handed down; it is co-created. Researchers note that ICT has become the main backbone for collecting, analysing, synthesising, and distributing information across institutions and borders.
Knowledge that crosses borders
One of ICT’s most powerful effects is that it dissolves geographic boundaries. A paper published by a laboratory in Bengaluru can be read in Berlin the same afternoon. Open-access repositories, digital libraries, and academic networks let scholars build on each other’s work without waiting for slow, expensive physical distribution. In India, the National Knowledge Network connects universities, research labs, libraries, and information centres on a high-speed pan-India backbone, allowing institutions to share digital resources and collaborate on research as if they were in the same building. This kind of infrastructure turns scattered pockets of expertise into a connected ecosystem.
Telecommunications and the internet as global connectors
If knowledge is the cargo, telecommunications and the internet are the roads and ports. The expansion of these networks is the single biggest reason information now travels so freely. India’s growth here has been remarkable. Government data shows that total internet subscribers rose from about 251 million in March 2014 to over 954 million by March 2024, a compounded annual growth rate of more than 14 percent. Within a single decade, hundreds of millions of people gained access to the global flow of information.
The mobile-first story
Unlike wealthier nations that built their digital lives on home computers and fixed broadband, India leapfrogged straight to mobile. Affordable smartphones and cheap data turned the phone into the primary gateway to the internet for most users. This matters for knowledge dissemination because it puts learning tools, news, and public services into the pockets of people who never owned a desktop. Studies on India’s information society point out that the country’s mobile density surged ahead of many comparable economies even while fixed-line infrastructure lagged. The mobile network became the de facto highway for information.
Platforms that democratise learning
Telecommunications infrastructure only matters because of what it carries. India has built several large platforms specifically to spread educational knowledge. SWAYAM, the government’s massive open online course platform, hosts courses from Class 9 up to postgraduate level and is designed around the three principles of access, equity, and quality. Its stated aim is to take the best teaching resources to everyone, including the most disadvantaged, and to bridge the digital divide for learners previously cut off from the knowledge economy. Alongside it sit platforms like NPTEL, the National Digital Library of India, and DIKSHA for school education. Together they show how internet infrastructure can be deliberately used to democratise access to high-quality content that was once locked inside elite institutions.
Global access and open knowledge
The internet also connects Indian learners to a worldwide commons. Open educational resources, free encyclopaedias, preprint servers, and international course platforms mean a curious student is no longer limited to what their local library stocks. This globalisation of knowledge has clear benefits: it raises standards, exposes learners to diverse perspectives, and lets talent emerge from unexpected places. But it also depends entirely on reliable, affordable connectivity-which brings us to the harder part of the story.
Challenges in ICT adoption
For all its promise, ICT does not spread knowledge evenly. The same technology that connects millions also sharpens the divide between those who have access and those who do not. This gap, known as the digital divide, is one of the central equity problems of the knowledge society.
The digital divide between rural and urban India
The numbers tell a stark story. Although roughly 70 percent of India’s population lives in rural areas, internet connections remain concentrated in cities. National Sample Survey data cited widely in policy discussions shows that only about 24 percent of rural households have internet access compared with 66 percent in urban areas. The gap widens further when you look at quality of access rather than mere presence. Analysis from the Centre for Economic Data and Analysis at Ashoka University found that urban homes are roughly four times more likely than rural ones to enjoy fast fibre-based broadband, even though mobile internet now reaches almost everyone. A patchy mobile signal is not the same as the reliable, high-speed connection needed to attend a live class or upload research.
Affordability, literacy and language barriers
Access is not only about cables and towers. Even where networks exist, several barriers keep people from using them. Affordability is one: data and devices still cost too much for many low-income families, especially when several children must share a single phone. Digital literacy is another, and perhaps the most surprising. The Ashoka analysis found that the biggest obstacle to internet use was not missing infrastructure but low digital readiness-many offline households simply did not know how to use the internet or were unaware of what it offered. Language compounds the problem, since a large share of online knowledge is in English while most Indians are more comfortable in regional languages. Without vernacular content, connectivity alone does not translate into knowledge.
Why the divide deepens inequality
These gaps are not just inconvenient; they widen existing social and economic inequalities. When schooling, government entitlements, banking, and job opportunities move online, those without good access fall further behind. A student in a well-connected city home can attend extra online classes and apply for scholarships, while a equally capable student in a poorly connected village cannot. In this way, the digital divide risks turning the knowledge society into a new source of exclusion rather than a great equaliser.
Bridging the gap
The encouraging news is that the divide is being actively addressed. BharatNet, launched in 2011 under the Ministry of Communications, aims to bring affordable high-speed internet to every village council, or Gram Panchayat, in the country. Government figures from late 2024 reported that over 95 percent of villages had 3G or 4G mobile connectivity, and India recorded one of the world’s fastest 5G rollouts, with hundreds of thousands of base stations deployed across the country. These efforts, combined with subsidised devices, digital skills training, and more content in regional languages, are the practical levers for making knowledge dissemination genuinely equitable. Infrastructure is the necessary first step, but literacy and affordability must follow for it to truly count.
Putting it together
ICT has reshaped how societies create and share knowledge, turning a once scarce resource into something abundant and borderless. Telecommunications and the internet have built the highways, and platforms like SWAYAM and the National Knowledge Network have loaded them with valuable cargo. Yet the journey is incomplete. As long as a large share of the population struggles with access, affordability, literacy, or language, the benefits of the knowledge society will remain unevenly shared. The real measure of progress is not how fast information travels for the connected few, but how many people can actually reach it.
