The shift from an industrial economy to a knowledge society has changed who gets to participate in economic life and how. In a knowledge society, value comes from information, ideas, and digital skills rather than physical labour or capital alone. This transition holds a specific promise for women, who have historically been excluded from many traditional sectors. Information and Communication Technologies (ICTs) can dissolve some of the old barriers of distance, mobility, and rigid working hours. Yet the same technologies can also deepen existing inequalities if access remains uneven. Understanding both sides of this story is essential for anyone studying how development unfolds in an increasingly connected world.

New opportunities for women in the knowledge economy
A knowledge economy rewards skills that can be learned and applied through digital tools. This has opened doors that were previously shut for many women. The most visible change is the growth of remote and flexible work. When a job can be done over the internet, a woman no longer has to choose between earning an income and managing responsibilities that keep her close to home. The IT and IT-enabled services sector has been a major entry point, creating career paths in software, data work, customer support, and content creation. The flexibility of timing and the ability to work from home have made women’s participation in the technology industry significant, even allowing them a voice in major economic decisions.
Beyond salaried jobs, ICTs have lowered the cost of starting a business. A woman can now run an enterprise from her home with a smartphone, a payment app, and a social media account. She does not need a physical storefront, a warehouse, or middlemen. This reduction in risk and capital matters enormously for first-time entrepreneurs.
Digital entrepreneurship and market reach
The clearest example of new opportunity is the rise of women-led online businesses. Easier internet access and the spread of e-commerce over the past decade have enabled both homemakers and salaried professionals to start ventures with an online presence, often at a small scale with limited funds and simple logistics. Because the risk is lower, founders can test an idea first and scale it up later at their own pace.
The numbers point to a large untapped potential. India has roughly 63 million micro, small, and medium enterprises, of which only about a fifth are women-owned. Estimates suggest that accelerating women’s entrepreneurship could generate more than 30 million women-owned enterprises, with the capacity to create 150 to 170 million jobs. A striking share of new e-commerce sellers in recent years has come from tier-II cities and smaller towns, which shows that the digital marketplace is not limited to metros.
How collective models extend the reach
For rural women, individual entrepreneurship is often built on the foundation of Self-Help Groups (SHGs). These collectives pool savings, share knowledge, and connect members to formal banking through models like the SHG-Bank Linkage Programme. When SHGs plug into digital platforms, their reach expands dramatically. In Himachal Pradesh, for instance, products made by SHG women are automatically listed on e-commerce platforms, giving nearly 30,000 women across the state access to buyers nationwide. This combines the social strength of community networks with the market reach of technology.
Empowerment through technology
Empowerment in a knowledge society is not only about income. It is about control over resources, access to information, and a stronger voice within the family and community. Technology contributes to each of these dimensions. When a rural woman uses a mobile phone to run her enterprise, the higher earnings translate into economic empowerment and a higher status in familial decision-making. The phone becomes a tool not just for selling, but for negotiating her place in the household.
Digital financial services play a central role here. As telecom networks expand into unbanked rural areas, mobile banking allows women to access formal banking for personal and business needs without travelling to a branch. This independence from physical infrastructure is itself a form of empowerment, because it removes a barrier that disproportionately affected women with limited mobility.
Government platforms and global market access
Public policy has built infrastructure to widen this reach. The Digital India programme was launched with the explicit vision of turning the country into a digitally empowered society and knowledge economy, with digital empowerment of citizens and universal digital literacy among its core goals. Building on this, dedicated platforms now connect women producers to large buyers. The Womaniya initiative on the Government e-Marketplace lets women-led micro enterprises and SHGs register as sellers and supply products directly to government departments and public institutions.
Private platforms have added another layer of access. Programmes that help women sell on national e-commerce sites have shown measurable results. One such initiative supported over a lakh women entrepreneurs in reaching national and international markets, contributing to an average 45 percent increase in income for participating sellers. The key shift is that a woman in a small town can now find customers far beyond her local market, something that was almost impossible in a purely physical economy.
Knowledge networks and capacity building
Empowerment also flows from access to information and learning. ICTs can reach women who were never reached by earlier forms of media, helping them participate in economic and social progress and make informed decisions on issues that affect them. International bodies have run projects on this theme. A UNESCO project in Nabanna explored innovative uses of databases and web-based partnerships in the local language for the benefit of poor women, focusing on information sharing, content creation, and off-line dissemination. These knowledge networks turn technology into a channel for skills, not just sales.
Challenges women face in the knowledge society
The optimistic picture has a sharp counterpoint. The same knowledge society that creates opportunity can exclude women who cannot access its tools. This exclusion is captured in the idea of the digital gender divide, which describes women’s lower access to and use of ICTs compared to men. The divide acts as a real constraint on women’s economic participation, and the data make its scale clear.
The barrier of access and ownership
The first barrier is simply owning a device. According to the National Statistics Office’s telecom survey released in 2025, 51.6 percent of women aged 15 and above in rural areas do not own a personal mobile phone, compared with 80.7 percent of men who do. In urban areas the gap narrows but does not close. Many women who do go online rely on shared devices rather than their own, which limits privacy and independent use.
Internet use shows an even wider gap. National Family Health Survey data found that only one in three women had ever used the internet, against more than half of men. Within the Asia-Pacific region, this has placed the country among those with the widest gender gaps in internet usage. The divide is sharpest in rural and low-income communities and in states where female education levels are lower.
The barrier of digital skills
Owning a phone is not the same as being able to use it for economic gain. As basic ownership rises, the divide is shifting toward skills. Survey data show that almost two-thirds of women are unable to send or receive emails, and women lag men by 24 percentage points in the ability to use technology for economic transactions. Young rural women are hit hardest, facing a much larger gender gap in ownership and in acquiring ICT skills. Without these skills, the doors that the knowledge economy opens remain effectively locked.
Job security, discrimination, and structural barriers
Even women who enter the digital workforce face insecurity. Much of the flexible, home-based work in the digital economy is informal, lacking the protections of permanent employment. The flexibility that makes such work accessible can also leave women without stable contracts, benefits, or recourse against unfair treatment. Gender discrimination persists in hiring, pay, and progression, particularly in technical roles where women remain underrepresented.
For entrepreneurs, the barriers extend beyond the device. Women selling through online marketplaces are constrained by digital literacy gaps, compliance requirements, and logistics dependencies, alongside weaker business networks and social norms that limit their mobility. Market linkages and mentoring remain among the most neglected areas of support. The result is that participation in digital commerce stays uneven, with many capable women-led businesses unable to scale beyond local markets.
Why education is the hinge
Most of these barriers trace back to a common root. Research on ICT and women’s empowerment finds a strong link between education levels and technology use, with basic education serving as a vital stepping stone for women to harness the power of ICT. Higher educational attainment is associated with greater ICT use, which means that closing the educational gap is one of the most effective ways to close the digital one. Digital literacy programmes, especially those led by community organisations, are therefore central to making the knowledge society genuinely inclusive rather than another arena where existing advantages compound.
Balancing the promise and the reality
The knowledge society offers women a genuine path to economic independence, flexible work, and a wider market for their ideas. Technology has already empowered millions through digital entrepreneurship, mobile banking, and access to information. At the same time, unequal access to devices, the internet, and digital skills threatens to leave a large share of women on the wrong side of the divide. The opportunity and the challenge are two outcomes of the same transition. Which one prevails depends on deliberate choices about education, infrastructure, and support for women-led enterprise. Bridging the digital gender divide is not a side issue in development; it is the condition on which the inclusive promise of the knowledge society rests.
