The phrase knowledge society sounds like a promise. It suggests a world where ideas matter more than raw resources, where education levels the playing field, and where anyone with a smartphone can climb the economic ladder. Policymakers love it, and so do textbooks. But the moment you examine the concept closely, it begins to wobble. What exactly is a knowledge society? How would you know if you were living in one? And does it actually reduce inequality, or quietly deepen it? These are not minor quibbles. They strike at the foundations of the idea. This post unpacks the three sharpest criticisms scholars raise: the concept is vaguely defined, it is hard to measure, and it tends to reinforce the very inequalities it claims to dissolve.

Why the concept invites criticism
The optimism around the knowledge society rests on a simple claim: that knowledge has become the most valuable resource of our time, surpassing land, labour, and capital. This idea gained force with the spread of information and communication technologies, which changed how knowledge is produced and shared. The trouble is that an appealing slogan is not the same as a rigorous concept. Critics from sociology, economics, and development studies argue that the term has been stretched so thin that it explains everything and therefore nothing. A widely cited overview of the concept notes that knowledge is too broad a term to anchor an entire theory of society, and that there is no clear point at which a society officially “becomes” a knowledge society.
Definitional ambiguities
The first and most fundamental criticism is that nobody fully agrees on what a knowledge society is. The term floats between disciplines, picking up different meanings as it travels.
Knowledge society, information society, knowledge economy
These three terms are often used as if they mean the same thing. They do not. The information society emphasises the infrastructure: networks, data, and the technologies that move information around. The knowledge economy focuses on economic value, treating knowledge as an input that drives productivity and profit. The knowledge society is supposed to be broader, covering cultural, ethical, and educational dimensions as well. When writers swap these terms casually, the analysis loses precision. A peer-reviewed study on the definition, measurement, and limits of the knowledge society points out that the concept remains under active debate, with scholars still arguing over its boundaries decades after it entered common use.
What counts as knowledge?
Even the word “knowledge” is slippery. It can mean scientific expertise, professional skills, tacit know-how passed down through experience, indigenous practices, or basic digital literacy. In practice, the knowledge society framework tends to privilege one type: formal, technical, scientific knowledge that can be turned into innovation and patents. Other ways of knowing, such as the agricultural wisdom of a farmer or the craft skills of an artisan, are often pushed to the margins. This is a serious blind spot in a country where vast bodies of traditional and community knowledge sit outside the formal economy. If only certain knowledge “counts,” then the society being described is far narrower than the grand label suggests.
No clear threshold
Another awkward point: every society has always run on knowledge of some kind, whether agrarian, industrial, or cultural. So what makes the present moment uniquely “knowledge-based”? Critics argue there is no agreed threshold separating a knowledge society from what came before. Some regions remain largely agrarian while others have leapt into high-tech services, sometimes within the same country. This makes the knowledge society less a destination that nations reach and more an uneven, contested process. A scholarly review of the UNESCO World Report on the subject goes further, arguing that the models social scientists have built really only describe the most advanced economies, and have limited relevance elsewhere.
Issues with measurement
If you cannot define something cleanly, measuring it becomes even harder. Yet governments and international agencies routinely rank countries by how “knowledge-ready” they are. This raises a second major criticism: the indicators used are crude proxies that often miss what actually matters.
Proxy indicators that miss the point
Common measures include the number of internet users, spending on research and development as a share of GDP, the count of patents filed, and the number of graduates produced. These are convenient because they are countable and comparable across nations. But each one is partial. Patents capture only a slice of innovation and ignore the kind that never gets formally registered. R&D spending reflects economic muscle, not whether that investment translates into useful knowledge for ordinary people. The same academic analysis stresses that these proxies are incomplete and calls for more nuanced frameworks. Counting internet connections or degrees says nothing about whether that access turns into meaningful participation in social and economic life. International measurement tools developed by bodies such as the World Bank attempt to combine education, infrastructure, and institutional factors, yet even these struggle to capture the lived reality behind the numbers.
Reaching different social strata
The deeper measurement problem is that national averages hide enormous internal variation. A country might report impressive aggregate internet penetration while large sections of its population remain effectively offline. Averages tell you nothing about how knowledge spreads across class, caste, gender, region, or language. A statistic showing that “X percent of the population uses the internet” treats a software engineer in a metro and a daily-wage worker in a small town as interchangeable data points, when their relationship to the knowledge economy could not be more different. Empirical work on how knowledge societies actually penetrate different social groups remains thin, partly because the right data is so hard to collect. Without it, the optimistic headline figures can paper over real exclusion.
Inequality and the digital divide
This brings us to the most pressing criticism. The knowledge society was sold partly on its promise of equality: knowledge, unlike land or capital, was supposed to be open to all. In reality, access to knowledge and the tools to use it map closely onto existing social hierarchies. Far from dissolving inequality, the knowledge society often reproduces and even sharpens it.
The rural-urban gap
The clearest evidence is the digital divide, the gap between those with meaningful access to digital technologies and those without. In India this gap is stark. According to data discussed in analysis of National Sample Survey figures, internet penetration in cities has been roughly two to three times higher than in rural households, and active internet use among rural citizens has lagged far behind urban levels. The causes are familiar: patchy network coverage, the cost of devices and data, and a shortage of content in regional languages. When essential services such as education, banking, and welfare move online, those without reliable access are pushed to the back of the queue rather than lifted up.
Layered exclusion
The divide is not only about geography. Research on the emergence of digital society in India argues that the country’s existing socioeconomic divide is the root source of its digital divide, and that the gap runs not just between rural and urban areas but also between affluent neighbourhoods and under-resourced pockets within the same city. Layered on top are inequalities of caste, class, gender, and language. Surveys have consistently shown that men are more likely to own phones than women, and that wealthier households are far more likely to use digital payments than poorer ones. The Oxfam India Inequality Report 2022 documented how these digital inequalities reproduce themselves, deepening disadvantage in the offline world rather than easing it.
From access to capability
Even handing everyone a device would not settle the matter. There is a difference between having access and having the capability to use it well. Decoding technical information, navigating online bureaucracy, and acquiring formal credentials all require education and confidence that are themselves unequally distributed. UNESCO framed this as a knowledge divide that runs deeper than the digital divide, since it concerns the uneven ability to absorb, interpret, and apply knowledge. UNESCO’s launch of its World Report warned that this knowledge divide could prove more pervasive and lasting than the gap in mere technology access. In a knowledge society, the new fault line is between those inside the information networks, with the access, skills, and credentials to thrive, and those locked outside them. That is an inequality of exclusion, and it can be harder to escape than older forms of disadvantage.
Putting the critiques together
These three criticisms reinforce one another. Because the concept is vaguely defined, it resists precise measurement. Because measurement relies on blunt proxies and national averages, it conceals who is being left behind. And because it conceals exclusion, the cheerful story of a knowledge society for all can mask the way it entrenches inequality. None of this means the idea is worthless. It captures something real about how knowledge, technology, and the economy have intertwined. But taking it seriously means treating it as a contested project full of tensions, not a settled stage of progress that every society will inevitably reach. For students of urban development, the lesson is to read the promise of the knowledge society with a critical eye, asking always: knowledge for whom, measured how, and at whose expense?
