Across the world, getting online has become the precondition for almost everything else-finding a job, attending class, claiming a welfare benefit, opening a bank account. Yet as of October 2025, more than 2.2 billion people still do not use the internet, the majority of them concentrated in developing regions. This uneven access to digital technology is what scholars call the digital divide, and it operates on two levels at once: between rich and poor countries, and within individual nations along lines of income, gender, caste, and geography. Understanding both layers is essential, because the divide does not simply reflect existing inequality-it actively deepens it.

Disparities in digital access between nations

The gap between developed and developing countries remains the most visible dimension of the digital divide. In high-income countries, roughly 93 percent of the population uses the internet, while in low-income countries only about 27 percent are online. That single statistic captures a chasm in opportunity. Northern Europe records internet penetration close to 97.7 percent, the highest worldwide, while Africa stood at around 37 percent in 2023. The contrast is not just about cables; it shapes who can participate in the modern economy and who is left watching from outside.

Income level correlates almost perfectly with connectivity. Middle-income countries reached a 66.7 percent internet penetration rate by 2024, while low-income countries remained at just 26.5 percent. Newer technologies widen the gap further. The same source notes that 5G coverage reaches about 84 percent of people in high-income countries but only 4 percent in low-income ones, meaning the next wave of digital innovation is arriving in already-connected places first.

Infrastructure, affordability, and ICT adoption

Why does this gap persist? Three barriers recur. The first is infrastructure. Building networks across mountainous, remote, or sparsely populated terrain is expensive and slow, and many low-income regions also lack the reliable electricity and roads that connectivity depends on. The divide was never a single gap but several at once-a technological gap, a content gap, a gender gap, and a commercial gap, as one United Nations University analysis describes it.

The second barrier is affordability. In low-income economies, the cost of a smartphone and a data plan can consume a large share of monthly earnings, putting access out of reach even where networks exist. The third is the uneven payoff from ICT adoption itself. Connectivity does not automatically translate into economic benefit. Research on global trade shows that digital connectivity boosts export participation broadly in developed countries, but in developing regions it disproportionately benefits only the most productive exporters, while smaller firms get squeezed out of global markets. India illustrates this paradox: despite only about 40 percent internet penetration in 2020, its ICT exports accounted for nearly half of its total services exports, whereas Botswana crossed 80 percent penetration yet derived only a sliver of its exports from ICT services. Access and advantage are not the same thing.

The digital divide within countries

The divide between nations is mirrored by sharp divisions inside them. Even where a country posts impressive aggregate numbers, the benefits are distributed unequally across social groups. In the United Nations’ own assessment, this internal divide reflects a deeper structural imbalance between communities that possess the infrastructure, skills, and governance capacity to thrive and those that do not. India, with over 900 million internet users yet vast pockets of exclusion, is a textbook case of how national progress can hide internal inequality.

Rural and urban gaps

Geography is one of the clearest fault lines. Globally, urban areas reached around 86.5 percent penetration while rural communities lagged at 54.5 percent. In India the contrast is starker still. Survey data has shown that only a fraction of rural households enjoy the connectivity that urban households take for granted, with one widely cited figure putting rural household internet access at about 24 percent against roughly 66 percent in cities. Rural broadband penetration has been measured at around 29 percent compared to a national average of 51 percent. Behind these numbers lie unreliable electricity, patchy mobile coverage, and fewer devices per household.

Income, caste, and education

Wealth determines digital adoption almost everywhere. Globally, 87 percent of children in high-income households have internet at home, compared to just 6 percent of children in low-income households. In India, this income effect is visible in everyday transactions: the richest 60 percent are roughly four times more likely to make a digital payment than the poorest 40 percent, which locks lower-income groups out of financial services that could otherwise lift them.

Layered on top of income are caste and education. ICT skill deprivation in India is highest among Scheduled Tribes (89.49%), Scheduled Castes (86.62%), and Other Backward Classes (81.73%) compared with other groups. The education system reproduces the gap from an early age: private schools introduce digital tools early, while many government schools lack functioning computer labs, trained teachers, or even electricity, creating a disadvantage that follows students into adult life. As one sociological account puts it, the divide reinforces existing hierarchies and produces a “digital elite” while leaving others further behind.

The gender dimension

Gender cuts across all of these. In India, only about 21 percent of women use mobile internet versus 42 percent of men, a pattern shaped by patriarchal norms, restricted mobility, and limited exposure. The gap compounds with rural residence: survey figures show that 72.5 percent of urban males have used the internet against just 24.6 percent of rural females-the highest and lowest points on the same scale. The Oxfam India Inequality Report 2022 found that India’s gendered internet-use gap of 40.4 percent was among the worst in the Asia-Pacific region. A woman who is rural, poor, and from a marginalised caste sits at the intersection of every disadvantage at once.

Implications for development

The digital divide matters because it is not a static gap but a self-reinforcing one. Unlike older development challenges such as literacy or electrification, digital inequality compounds over time, because those already connected accumulate skills, data, and economic advantage faster than those who are not. Income disparity widens as digital skills increasingly determine employment prospects, gender gaps deepen, and civic exclusion arises when government services move online while citizens remain offline. The divide becomes a social, economic, and political form of marginalisation rolled into one.

Economic growth and exclusion

The economic stakes are measurable. Studies reviewed during the COVID-19 pandemic found that a 10 percent rise in mobile broadband penetration raised per-capita GDP by roughly 1.5 to 1.6 percent. When whole populations cannot get online, they are shut out of online education, remote work, digital financial services, and e-commerce, and the same source estimates that around $418 billion in investment is needed to connect everyone worldwide. For developing countries, the cost of staying disconnected is lost growth that the gap itself makes harder to recover.

This is also why the divide threatens global development goals directly. At the United Nations, officials have warned that a widening digital gap risks excluding the world’s poorest from the next industrial revolution and stalling progress on the Sustainable Development Goals. As more technology firms cluster in already-advanced economies, the power of developed countries to shape the digital future grows, leaving the concerns of developing nations increasingly out of the conversation. The divide is becoming a question of who gets to set the rules, not just who gets to log on.

Reinforcing social exclusion

Within countries, the move to digital-first governance carries a quiet risk. When welfare schemes, identity verification, and public services migrate online, anyone without reliable access or the skills to navigate them faces a new form of exclusion-locked out not by law but by interface. The groups already at a disadvantage-rural residents, women, lower-income and marginalised-caste communities-are precisely those most likely to be left behind, which means a poorly managed digital transition can entrench old hierarchies under a modern surface.

There are, encouragingly, signs that focused investment helps. India’s national digital infrastructure push has been credited with meaningful spillover effects, including helping reduce poverty from 22 percent in 2012 to 16 percent in 2019. But connectivity alone is not enough. Closing the divide in a way that actually narrows inequality requires pairing infrastructure with digital literacy, affordability measures, and inclusive design-otherwise expanding access simply hands the loudest advantages to those who already had a head start.
