Reading and writing are skills that most of us take for granted, yet in a society organised around the production and exchange of knowledge, literacy carries a weight far heavier than it once did. The shift towards a knowledge society-where economic value comes increasingly from information, ideas, and skills rather than physical goods-has reshaped what it means to be literate. It is no longer enough to sign your name or read a bus timetable. To participate fully today, a person needs to navigate digital platforms, evaluate online information, and keep learning long after formal schooling ends. This raises a difficult question: does the knowledge society lift everyone up, or does it quietly leave some people further behind? This post examines literacy as a gateway to knowledge, the commercialisation of education that complicates equal access, and lifelong learning as a possible response.

Literacy as a gateway to knowledge
Literacy is the foundation on which all other learning is built. The National Education Policy 2020 treats foundational literacy and basic education as a basic right of every citizen, describing them as a force multiplier that strengthens every other developmental effort. Data from across nations show a strong correlation between literacy rates and per capita income, which is why expanding literacy has long been a national priority. When someone can read, they gain entry to information, employment, healthcare guidance, government services, and civic participation. Without that key, those doors stay shut.
But the knowledge society has changed the lock. Today, much of the information people need sits behind a screen rather than on a printed page. This is where literacy in its older sense meets its newer cousin: digital literacy. UNESCO defines digital literacy as the ability to use digital technologies to access, manage, create, and evaluate information for purposes such as employment and entrepreneurship. A person can be perfectly literate in the traditional sense and still be excluded if they cannot operate a smartphone, fill an online form, or judge whether a website is trustworthy.
How ICT widens educational disparities
Information and communication technology (ICT) was supposed to democratise knowledge. In practice, it has often widened the gap between those who can access digital tools and those who cannot. This gap, known as the digital divide, refers to the difference between people who can effectively use digital technologies and those who are shut out of them. The numbers tell a sobering story. According to the National Sample Survey conducted in 2020-21, computer literacy among individuals aged 15 and above stood at only about a quarter of the population. The divide is not evenly spread; it tracks closely with existing inequalities.
The COVID-19 pandemic exposed this divide with painful clarity. When schools shifted online, only a small fraction of schools had internet access, and the figure was even lower in rural areas. Most rural schools lacked any digital infrastructure at all. Private schools quickly moved to paid online classes, while many children in government schools simply had no way to continue learning. A child in a household with a single phone shared among siblings was at an immediate disadvantage compared to one with a personal laptop and reliable broadband. ICT, in this sense, did not erase inequality-it amplified it.
The disparities are layered. Researchers point to income inequality, a wide gender gap in device ownership, lower digital access among older populations, and the compounded disadvantages faced by historically marginalised communities. Language adds another barrier: despite enormous linguistic diversity, a large share of online content remains available mainly in a handful of dominant languages, leaving speakers of regional languages underserved. These divides feed on themselves. Those who are already disadvantaged fall further behind as education, the economy, and governance migrate online, creating a self-reinforcing cycle of exclusion.
Commercialisation of education
If literacy is the gateway, the price of admission has been rising. The knowledge society has coincided with a steady commercialisation of education, where learning is increasingly treated as a commodity to be bought and sold rather than a public good available to all. This shift has profound consequences for who gets to access knowledge and who does not.
From public service to commodity
Commercialisation describes the process by which educational institutions adopt market-driven strategies that prioritise profit over accessibility and quality. As government institutions struggle with limited funding, privatised models have expanded to fill the gap. High tuition fees at private schools and colleges place quality education beyond the reach of a significant portion of the population. When institutions begin to chase financial returns, educational standards can become secondary to the balance sheet. This commodification sits uncomfortably alongside the constitutional promise of equality and the Right to Education Act, which guarantees free elementary education for children between six and fourteen. When education carries a steep price tag, that promise rings hollow for the economically disadvantaged.
ICT and the deepening of inequality
Technology has accelerated this commodification. Commentators note that the rapid development of ICT has transformed education into a more commercial and private enterprise, embedded in a global economy. The same digital tools that promised to spread knowledge cheaply have also created new markets: paid online courses, subscription learning platforms, premium test-preparation services, and paywalled journals. In a commodified system, children from poorer families are doubly disadvantaged-they typically start with fewer books, weaker internet access, and limited libraries, and they cannot afford the extra tutoring or enrichment that wealthier peers buy. The result is that knowledge, when treated as a commodity, leaves the poorest furthest behind.
There is a structural concern too. Critics argue that marketisation and public-private partnerships allow the state to step back from its responsibility for providing education as a public service, blurring lines of accountability. For a country still working towards universal primary education and full literacy, the sudden push towards liberalisation, privatisation, and globalisation can feel less like an opportunity and more like a sudden thrust that developed economies are far better positioned to absorb. The benefits of ICT in education are real, but they are distributed unevenly, and that uneven distribution is the heart of the problem.
Open knowledge as a counterweight
The picture is not entirely bleak. A growing movement towards open educational resources, community libraries, open-source software, and open-access research has emerged as a direct response to commodification. Initiatives like the National Digital Library and free massive open online courses are steps towards making knowledge available without a price barrier, though they need to be scaled up considerably to make a real dent. UNESCO and other bodies endorse open knowledge as a way of ensuring that everyone can share in scientific and educational advancement, not just those who can pay.
The role of lifelong learning
The knowledge society does not stand still. Skills that are valuable today may be obsolete in a decade, as automation, big data, and artificial intelligence reshape the world of work. The NEP 2020 guidelines acknowledge this directly, noting that with the rise of machine learning and artificial intelligence, many unskilled jobs may be taken over by machines while the demand for skilled workers grows. In this environment, a single round of schooling early in life is no longer enough. This is where lifelong learning becomes essential rather than optional.
Why lifelong learning matters
Lifelong learning is the idea that education continues across the entire span of a person’s life, through formal, non-formal, and informal channels. It evolved out of adult education, broadening its scope to include people of all ages and regions with a special emphasis on socially and economically deprived sections of the community. The aim is not merely to keep workers employable, though that matters. It is also to equip every citizen with the foundational skills and competences that allow them to participate in society and reduce socio-cultural disadvantage and unemployment. In a knowledge society, the ability to keep learning is itself a form of security.
Lifelong learning as a tool for social inclusion
Lifelong learning is most powerful when it reaches those who were left out of the formal system. The NEP 2020 frames adult education and lifelong learning as key strategies for achieving universal literacy and bridging the gap between the least and most educated. Practically, the policy proposes using school buildings and public libraries after hours and on weekends for adult education courses, equipping these spaces with ICT where possible. This approach is sensible because it shares existing infrastructure rather than building anew, and it brings learning to communities rather than expecting communities to travel to it.
This vision aligns with Sustainable Development Goal 4, which calls for inclusive and equitable quality education and lifelong learning opportunities for all. The connection between lifelong learning and inclusion is not accidental. When an adult who missed school can return to learning, when a woman in a rural area gains digital skills, or when an older worker reskills for a new economy, the knowledge society becomes a little less exclusive. Studies of digital literacy programmes for rural girls, for instance, found that participants gained better access to devices, improved continuation of education, greater awareness of government schemes, and a stronger sense of safety and agency. Learning, in other words, ripples outward into health, finances, and confidence.
Yet lifelong learning faces its own obstacles. Government digital literacy missions have improved infrastructure, but reaching remote, tribal, and rural regions remains difficult, and high dropout rates and inconsistent training quality continue to undermine these programmes. The promise of lifelong learning only materialises when programmes are sustained, locally relevant, offered in regional languages, and supported by trained teachers. Without that follow-through, the gap between intention and outcome stays wide.
Bringing the threads together
Literacy, education, and lifelong learning are deeply interconnected in the knowledge society. Literacy opens the gate, but ICT can raise the wall around it for those without access. Commercialisation prices many people out, treating a public good as private property. Lifelong learning offers a route back in, but only if it genuinely prioritises the excluded rather than the already-advantaged. The knowledge society holds real promise: more information, more opportunity, and more ways to learn than any previous era. Whether that promise reaches everyone depends on deliberate choices about access, affordability, and inclusion. Technology alone will not bridge the divide. Policy, investment, and a commitment to treating knowledge as a shared inheritance must do the heavy lifting.
