For most of the twentieth century, mass communication was a one-way street. A handful of newspapers, radio stations, and television networks decided what millions of people would read, hear, and watch. The audience listened, but it could not easily answer back. The internet broke that arrangement. Today a college student in Patna can publish a video that reaches viewers in Berlin, and a farmer in rural Maharashtra can check market prices, watch tutorials, and argue about politics on the same device. Understanding how the internet became a mass medium, and what kind of mass medium it actually is, helps explain much of how communication, identity, and power now work.

How the internet became a mass medium
A mass medium is any channel capable of carrying messages to a large, dispersed audience. Print, radio, and television all qualified, but they shared one feature: communication flowed downward from a central producer to a passive public. The internet kept the “reaching many people” part and discarded the rest. It is decentralized, meaning no single hub controls the flow of information; interactive, meaning users respond and create rather than only receive; and global, meaning a message can in principle cross borders the moment it is posted.
This design is not accidental. The network was built from the start to route information through many possible paths rather than a single central exchange, a structure inherited from early packet-switching research that prized resilience over central control. That technical choice has social consequences. When there is no central hub, there is no single gatekeeper deciding who may speak.
From one-to-many to many-to-many
The sociologist Manuel Castells gave this shift a useful name. He argued that digital networks produced a new form of communication he called mass self-communication. It is “mass” because any individual’s message can potentially reach a global audience, and “self-communication” because the message is produced, directed, and selected by the user rather than by a media institution. Traditional broadcasting was one-to-many; the internet added a many-to-many and peer-to-peer dimension that older models could not describe. The old roles of sender and receiver became interchangeable. The person reading a post this minute may be the one producing the next.
Identity in a networked world
Because users now produce communication rather than only consume it, the internet has become a site where people actively construct who they are. Profiles, posts, comment threads, and shared videos are not just messages; they are performances of identity. This is especially visible in a linguistically diverse country. Reports indicate that 98% of internet users in rural India access content in Indic languages such as Tamil, Telugu, and Malayalam, and that more than half of urban users also prefer regional-language content. Online identity here is tied to language, region, and community in ways that a single national broadcaster never accommodated. The medium lets people present themselves on their own terms, but it also exposes them to algorithmic curation that can quietly reinforce existing beliefs and group affiliations.
Digital convergence: when separate media become one
The second major idea needed to understand the internet as mass media is convergence. For most of media history, distinct technologies served distinct purposes. The telephone carried voice, the press carried text, and broadcasters carried audio and video. Each had its own network, its own devices, and its own industry. Convergence is the process by which these separate streams merge into one.
Analysts define convergence as the coming together of telecommunications, computing, and broadcasting into a single digital stream. International bodies describe it as a shift towards internet-protocol networks, the spread of high-speed broadband, and the availability of multimedia devices, with the internet itself acting as a general-purpose network that can deliver almost any service. Once everything becomes “bits,” the old boundaries between a phone call, a news article, and a film stop being meaningful.
The smartphone as the convergence device
The clearest example sits in nearly every pocket. A smartphone makes calls, browses the web, takes photographs, streams video, plays music, processes payments, and broadcasts live to thousands. Technologies that once required a telephone, a television, a camera, a radio, and a newspaper now share a single screen. The convergence is not only on the device but across networks, services, and industries that formerly operated in separate markets. In India this is the default mode of access: mobile devices dominate internet use across both rural and urban areas, which means the country largely skipped the desktop era and went straight to a converged, mobile-first internet.
What convergence does to traditional media
Convergence does not simply destroy older media; it absorbs and reshapes them. A newspaper now runs a website, a video channel, and a social media presence. A television channel streams on demand, so a broadcast can be watched selectively and asynchronously, more like reading a newspaper than catching a fixed transmission. Radio survives as podcasts and online streams. The internet can behave like radio, television, or print depending on what the user wants, which lets it enhance the reach of traditional formats even as it competes with them. The consequence is that the functions once divided among separate industries now overlap, and a single company may produce text, audio, and video for the same converged audience.
Democratization versus commercialization
Here lies the central debate. Does the internet, as a mass medium, deepen democratic participation, or does it mainly function as a commercialized channel that serves advertisers and platform owners? Both readings are supported by evidence, and the honest answer is that the medium does both at once.
The case for democratization
The democratic argument is straightforward. Because publishing no longer requires owning a printing press or a broadcast licence, far more people can speak. This has enabled citizen journalism, independent commentary, and political organizing that bypass traditional gatekeepers. Scholars studying two decades of digital media in India describe a genuine democratization of public participation driven by the self-activity of online users, particularly younger ones drawn to digital platforms to articulate political concerns. The same researchers, however, caution that wider participation does not automatically mean empowerment, since the same infrastructure that spreads civic action also circulates exclusion and hostility.
India has also pushed a distinctive, state-led version of digital democratization through public infrastructure rather than only private platforms. The India Stack combines digital identity, payments, and data management, including the Aadhaar identity system, the Unified Payments Interface, and DigiLocker, framed explicitly as a democratization of technology. Treating connectivity and digital access as public goods is itself an argument that the internet should be a shared civic resource, not only a marketplace. Analysts have described these open, reusable building blocks as a way of democratising technology for billions of people who were previously excluded from formal services.
The commercial counter-current
The commercial reading is equally grounded. The platforms most people use are privately owned businesses that earn money from attention. Their recommendation systems function as a new kind of gatekeeping, filtering what users see according to commercial logic rather than editorial judgment. This is the paradox of a “decentralized” medium: there is no central broadcaster, yet a small number of platforms shape an enormous share of what is actually read and watched.
Indian usage data shows how much of online life is commercial and entertainment-driven. According to the Digital 2025 report for India, the country had roughly 806 million internet users at the start of 2025, and watching videos, shows, and films ranks among the leading reasons people go online. When the dominant uses are streaming and shopping, the medium starts to look less like a public forum and more like a vast, personalized marketplace. The democratic potential is real, but it operates inside a commercial architecture that decides which voices are amplified.
The Indian balance: access, divide, and infrastructure
The democratization debate cannot be settled without asking who is actually online. A medium is only democratic to the extent that people can reach it. India has made remarkable progress, with the user base crossing the 800-million mark and the share of women among users rising. Yet gaps persist by gender, by region, and by age, and access varies sharply between states. A genuine digital divide means that the most marginalized citizens may have the least voice in the very medium praised for giving everyone a voice. The Indian experience therefore captures the larger argument in miniature: the internet is simultaneously the most open mass medium ever built and a commercialized, unevenly distributed one. Both things are true, and which one feels more accurate depends on where you sit in the network.
