Every modern city carries the fingerprints of experts who never lived in it. Behind the roads you commute on, the zoning that decides where factories sit and where homes go, and the parks placed at measured intervals, there is a long history of planners, engineers, doctors, and statisticians who believed the city could be designed like a machine. This idea, that scientific knowledge could reorganise messy, crowded settlements into rational order, transformed urban life across the world. But it also produced unexpected consequences. Understanding how knowledge, planning, and expertise shaped the modern city helps explain why our cities look the way they do, and why they so often refuse to behave as planned.

How cities became objects of expert knowledge
For most of history, cities grew without a master plan. Streets followed footpaths, neighbourhoods clustered around markets and places of worship, and density built up organically. By the nineteenth century, this older pattern was treated as a problem to be solved. Industrial cities were overcrowded, disease-ridden, and difficult for authorities to control. A new class of experts emerged who claimed they could read the city scientifically and redesign it from above. Three tools made this possible: public health, cartography, and demography.
Public health as the engine of reform
Disease did more to reshape cities than almost any other force. Cholera and other epidemics in the early nineteenth century were blamed on bad air, stagnant water, and packed slums. Reformers argued that wide streets, sewers, clean water, and open green spaces would literally save lives. Public health became the moral justification for tearing down old neighbourhoods and rebuilding them. The logic was powerful because it framed demolition as care. In colonial India, the same reasoning shaped how the British described cities like Old Delhi as congested and unhealthy, using sanitation as grounds for separating the “native city” from new administrative quarters.
Mapping and counting the city
You cannot plan what you cannot see. Before a city can be redesigned, it has to be made visible to the planner, and this is where cartography and demography enter. Detailed maps turned tangled streets into measurable grids that could be redrawn on paper. The census turned crowds of people into countable populations sorted by age, occupation, caste, and religion. These were not neutral exercises. The colonial state in India invested heavily in mapping and counting precisely because legible data made governance possible. Scholars studying Foucault’s population geographies in colonial India have shown how classification and enumeration became instruments for managing entire populations, not just describing them.
Haussmann’s Paris as the template
The most famous example of expert-driven city-making is the rebuilding of Paris under Baron Georges-Eugène Haussmann between the 1850s and 1870s. Working for Napoleon III, Haussmann cut wide boulevards through dense medieval districts, installed an extensive sewer and water system, and built parks, markets, and public buildings. The official goals were public health, better traffic flow, and a grander capital. As the record of Haussmann’s renovation of Paris shows, the wide avenues improved ventilation and movement, but they also made it harder for residents to barricade streets during uprisings and displaced thousands of poorer Parisians. Haussmann’s Paris became the global model that planners, including those working in colonial cities, would copy for more than a century.
Foucault’s concepts of discipline and governmentality
To understand what planning actually does to people, the French thinker Michel Foucault is essential. He argued that power in the modern world does not work mainly through brute force. Instead, it works through knowledge, organisation, and the everyday arrangement of space. Two of his ideas are especially useful for studying cities: discipline and governmentality.
Discipline and the orderly body
In his study of prisons, Foucault described discipline as a way of arranging space and time so that people regulate their own behaviour. The classic image is the prison designed so that inmates can always be watched, leading them to act as if they are constantly observed. But the same logic spreads far beyond prisons, into schools, factories, hospitals, and barracks. Urban planning carries this disciplinary streak. When a city is divided into zones, when traffic is channelled, and when “abnormal” uses of space are designed out, the planner is doing something similar to the reformer who normalises behaviour. One academic study asking what would happen if Foucault were an urban planner argues that comprehensive planning treats social problems as deviations to be corrected through standardised rules and norms.
Governmentality and the management of populations
Later in his work, Foucault moved from the individual body to the whole population. He coined the term governmentality to describe a form of power aimed at managing populations through calculations, statistics, and policies rather than through direct commands. As his lectures on governmentality explain, discipline did not disappear when this new approach arrived. Instead, disciplining individuals became more important than ever once the goal became managing populations in fine detail. This is exactly the mindset of modern urban governance, which tracks birth rates, migration, traffic volumes, and disease patterns in order to steer the behaviour of millions without addressing them one by one.
Why this matters for the city
Foucault was directly interested in how urban space served what he called bio-politics, the political management of life itself. Research on Foucault’s idea of the dispositif and the city highlights his attention to the “healthy city,” where ventilation, sanitation, and the circulation of people, goods, and air were engineered to keep a population productive and orderly. Seen this way, the public-health reforms of the nineteenth century were never only about health. They were also about making populations governable. The clean, well-ventilated, well-mapped city was a city in which people could be counted, observed, and quietly directed.
Critiques and impacts of planning
If planning were simply rational and benevolent, planned cities would work better than unplanned ones. They often do not. Some of the most ambitious planned cities of the twentieth century became famous for the gap between the planner’s vision and the way people actually live. This gap is the central critique of expert-led urbanism.
Brasilia and the limits of high modernism
The clearest case is Brasilia, the purpose-built capital of Brazil, designed in the late 1950s on principles drawn from the modernist architect Le Corbusier. The political scientist James C. Scott used it as a central example in his influential book on why grand state schemes fail. According to the review of Scott’s Seeing Like a State, Brasilia was built with uniform housing blocks, monumental public squares, and a strict separation of functions, but it had few of the informal gathering places that make cities feel alive. The planned city proved stifling, and most residents ended up living in unplanned settlements that the designers never anticipated. Scott called this mindset high modernism: an overconfident faith that scientific design could engineer a better society from scratch.
His key insight is that planners rely on formal, abstract knowledge, the kind that fits neatly on a map, while ignoring the local, practical knowledge that residents use to make daily life work. A city looks orderly on paper, but order on paper does not guarantee that the place actually meets human needs. The visual neatness of the plan can hide its failure as a living environment.
New Delhi and planning as imperial hierarchy
The Indian story makes the politics of planning even clearer. New Delhi, designed by Edwin Lutyens and Herbert Baker after the British shifted the capital from Calcutta in 1911, was a planned city built to project imperial authority. Its ceremonial axes, monumental buildings, and ordered boulevards were a deliberate statement of power. As a study of the inauguration of New Delhi describes, residential plots were arranged by race and by rank in the colonial administration, with the highest officials housed closest to the Viceroy’s residence. The spatial layout physically encoded the colonial social order. The masses were relegated to settlements outside the new capital, while spacious, low-density bungalow zones served the elite.
This produced a city of striking inequality. The contrast between the crowded lanes of Shahjahanabad and the sweeping, sparsely populated avenues of the colonial capital was not an accident of growth. It was designed. New Delhi shows that planning is never a purely technical activity. Decisions about who lives where, who gets space and light, and which neighbourhoods are renewed always reflect values and power.
The gap between drawn space and lived space
Across these examples runs a common theme. Planners design space as it should be used, but people use space as it suits them. Markets spring up where the plan placed only roads. Informal settlements absorb the population the plan ignored. Streets meant for ceremony become sites of protest and commerce. This divergence is not a failure of the residents. It is a sign that cities are complex, living systems shaped by countless decisions that no single expert can fully anticipate. The most resilient urban life often emerges in the gaps and edges that planning did not control.
None of this means planning is worthless. Sewers, clean water, public transport, and disaster-resilient layouts genuinely improve lives, and Indian cities urgently need more competent planning, not less. The lesson is humility. Expertise works best when it treats residents as participants with valuable knowledge, rather than as a population to be managed from above.
