When we look at a map of the past, some places get marked as “cities” and others as “villages.” But how do we actually decide which is which? For early settlements that disappeared thousands of years ago, there is no resident to ask and no signboard to read. Archaeologists and historians have to infer the difference between urban and rural from broken walls, scattered pottery, drains, and mounds of earth. This sounds straightforward, but it is one of the trickiest problems in the study of early urbanism. The categories of “urban” and “rural” feel obvious in daily life, yet they become slippery the moment we try to define them precisely for ancient societies.

Differentiating urban from rural
The first instinct is to separate the two by occupation. A rural settlement is one where most people grow food. A village survives on agriculture, animal herding, and the resources of the land immediately around it. An urban settlement, by contrast, is a place where a large share of people do not produce their own food at all. They make pottery, weave cloth, trade goods, keep records, perform rituals, or govern others. This shift away from farming is the single most important marker of urban life.
Modern definitions still rest on this idea. The Census of India classifies a settlement as urban if it has a minimum population of 5,000, a density of at least 400 persons per square kilometre, and at least 75% of its male working population engaged in non-agricultural work. Notice the three threads here: population size, population density, and occupational specialisation. These same threads run through how we think about ancient cities, even though no census-taker ever visited Mohenjodaro.
Why specialisation matters more than size
A settlement can be large and still be rural. A village of several thousand farmers is not a city. What turns a settlement urban is the presence of people whose survival depends on others growing surplus food for them. This division of labour creates a chain of dependence. Craftspeople need farmers; farmers need the goods that craftspeople make. Once a settlement contains specialists who never touch a plough, it has crossed a threshold. Scholars studying the archaeology of early cities increasingly treat urbanism as a spectrum rather than a simple on-or-off switch, because real settlements rarely fit neatly into one box.
Archaeological criteria for urban centres
Since archaeologists cannot interview ancient residents, they read three kinds of physical evidence: size, structure, and function. Each tells a part of the story, and together they help separate a city from a hamlet.
Settlement size and hierarchy
Size is the easiest clue to measure. Researchers map the extent of a buried settlement and compare it with others in the same region. In the Indus or Harappan world, sites are often sorted into a clear hierarchy. As one classification of Indus sites shows, small villages cover up to about 10 hectares, larger towns and small cities range from 10 to 50 hectares, and great cities stretch far beyond. Mohenjodaro spread across more than 250 hectares, while Harappa, Dholavira, Rakhigarhi, and Kalibangan each covered very large areas. This kind of layered pattern, where a few huge sites sit above many smaller ones, is itself a signal of urban organisation. A landscape with only scattered, similar-sized villages looks rural; a landscape with a clear top tier looks urban.
Structure and planning
Structure is about how a settlement is built. A planned city looks different from a cluster of farmhouses. Mohenjodaro is the textbook example. The ruins at Moenjodaro reveal a raised citadel set on embankments, a lower town laid out by strict rules, baked-brick houses, public buildings, wells, and an elaborate covered drainage system. This is not how a village grows on its own. Streets cut at regular angles, drains run along planned routes, and large structures sit apart from ordinary homes. That deliberate order points to collective decision-making, shared labour, and some form of authority, all hallmarks of urban society.
Function and the work of the city
Function asks what a settlement actually did. Archaeologists look for evidence of activities that a simple farming village would not need. Granaries suggest the storage of surplus food. Seals and standardised weights suggest trade and record-keeping. Specialised craft areas suggest workshops producing goods for exchange. Large public structures suggest religion or administration. A site that combines several of these functions in one place is behaving like a city. A site that shows only houses, hearths, and farming tools is behaving like a village. It is worth noting that some famous interpretations remain debated. The structure long called the “Great Granary” at Mohenjodaro, for instance, has been questioned, since grain was not actually found inside it. This caution matters, because function is inferred, not observed directly.
Mohenjodaro as urban, Rangpur as rural
Putting these criteria together explains why two Harappan-era sites can be classified so differently. Mohenjodaro scores high on size, planning, and function, so it stands as the model of an Indus city. Rangpur, in Gujarat, tells a quieter story. It is a much smaller settlement on the Saurashtra peninsula, near the larger site of Lothal, and it is best known as the type site for a regional late phase of the Indus tradition. Rangpur lacks the scale, the dense planned grid, and the concentration of public architecture that mark a major city. It reads as a modest agrarian settlement that shared in Harappan culture without becoming a metropolis. The contrast between the two is exactly how archaeologists use their criteria in practice: not by a single feature, but by weighing size, structure, and function together.
Limitations of archaeological evidence
So far this all sounds tidy. In reality, the urban-rural line is far blurrier than any textbook diagram suggests. The neat categories run into several serious problems once we dig, quite literally, into the evidence.
The problem of partial survival
We almost never recover a complete settlement. Floods, erosion, later farming, and modern villages destroy large portions of ancient sites. At Rangpur, for example, existing huts and erosion had already disturbed much of the original Harappan settlement before excavators could study it. When most of a site is gone, judging its true size and layout becomes guesswork. A settlement that looks small in the surviving record might once have been far larger. This single limitation can quietly tip a site from one category into another.
Lateral stratigraphy and reading a site in time
Archaeology depends on stratigraphy, the study of layered deposits. The basic rule of vertical stratigraphy is that lower layers are older than upper layers, so digging downward is like travelling back through time. But settlements do not only grow upward; they also spread sideways. This is where lateral stratigraphy (also called horizontal stratigraphy) becomes important. A community can shift its location across a landscape over generations, leaving deposits side by side rather than stacked on top of one another. As discussions of archaeological stratigraphy point out, complex human settlements produce very different layering from natural sites, and the focus must shift to thin layers and distinct activity areas rather than thick, obvious bands.
This matters for the urban question because lateral spread can make a long-lived village look misleadingly grand. If a small community kept moving a short distance every few generations, the total area covered by its remains can appear large even though only a small part was ever occupied at once. An archaeologist who measures the full spread, without untangling the horizontal sequence, might wrongly read a modest rural settlement as a sprawling urban one. Separating “big at one moment” from “big over many centuries” is one of the hardest tasks in the field.
Complex architecture in small settlements
Another trap is assuming that impressive architecture automatically means a city. Small settlements sometimes contain surprisingly sophisticated structures. A modest agrarian site might have a well-built platform, a fortification wall, a fine drain, or a planned house. These features look “urban,” but a handful of them does not make a place a city. Equally, plenty of genuinely urban sites contain humble mud structures that look unremarkable. Architecture is a clue, not a verdict. Treating any single fine building as proof of urbanism leads to constant misclassification, which is why careful archaeologists insist on the whole package of size, density, specialisation, and function.
The categories themselves are theoretical
Underlying all of this is a deeper truth: “urban” and “rural” are not facts buried in the soil. They are analytical categories that scholars create to organise evidence. There is no universally agreed definition of a city, and the line we draw often depends on the questions we are asking. A settlement that counts as urban under one set of criteria may count as rural under another. This is also visible in the present, where India’s official urban definition has been criticised for missing fast-growing settlements that behave like towns but remain administratively rural. The lesson reaches back across millennia: the moment we stop treating “urban” and “rural” as fixed opposites and start treating them as a spectrum, the early settlements of the subcontinent become far easier to understand.
